The Johns Hopkins Ryan White Part D Women Infant Children and Youth Partnership for Excellence in HIV Care in Central Maryland (JH-WICY) is a regional program focused on assuring the best quality of life and health outcomes for women, infants, children and youth living with HIV by improving access to treatment and supportive services and aiding the development of best practices.
JH-WICY is searching for a dynamic individual to serve as the Senior Research Data Analyst who will be responsible for collecting, analyzing, synthesizing, and reporting regional data toward the program's mission. This individual will use demographic, clinical, and health care utilization data to monitor epidemic trends and conduct regular data analysis to validate clinical quality management data for JH-WICY. The CQM, closely working with program leadership, will be responsible for researching, designing, and overseeing the implementation of Quality Improvement (QI) projects.
This position will create and maintain systems to support quality improvement QI initiatives, including collaborating with the JH-WICY program and administrative staff, current and potential partners, and the interdepartmental quality management committee in the development of an integrated HIV/AIDS data system, including conducting site visits, audits, and program evaluation, implementing pilot projects and providing technical assistance and evaluation to partnering agencies. Also, the Sr. Research Data Analyst will give the synthesis of data to facilitate grant writing and reporting.
Specific Duties & Responsibilities:
Assessing whether the quality of care and supportive services meet/exceed recognized HIV/AIDS Bureau (HAB) standards.
Interfacing with a diverse range of clinical and administrative professionals to conduct data analysis and ensure compliance with our grantee's reporting deadlines.
Developing and implementing a quality management system for services funded through the Ryan White CARE Act.
Evaluating policies and procedures and their impact on outcomes through identifying, collecting, and analyzing performance measurement data.
Providing programmatic updates, including feedback on data and quality measures.
Analyzing outcome data for all RW-funded services and assisting in generating performance feedback reports.
Using Geographic Information Systems (GIS) applications and manipulating data to serve various purposes.
Cultivating relationships with and travel to our sub-grantee sites for CQM reviews and assistance to these agencies regarding compliance with /HAB standards of care.
Providing updates on data and performance related to WICY populations, our agency, sub-grantees, community agencies, and stakeholders.
Assisting in the implementation of systems-level quality improvement activities, including needs assessments, landscape analyses, and including data to care.
Analyzing Ryan White CQM data using Statistical Analysis Software (SAS) or other statistical software.
Developing proficiency with Careware, the RW data entry system, including the ability to query and generate reports.
Other duties as assigned.
Minimum Qualifications (Mandatory):
Master's Degree in related discipline with one year of related experience.
Require highly specialized advanced knowledge, education and/or training in a specialized field of study to conduct research.
Demonstrated ability on significant graduate project or additional doctoral education may substitute for experience to the extent permitted by the JHU equivalency formula.*
Requires personal means of transportation to execute job duties.
*JHU Equivalency Formula: 18 graduate degree credits (semester hours) may substitute for one year of experience. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

Typically require PhD.
2 years of experience in data extraction and analysis using statistical software STATA/SAS and MS Excel.
Experience in developing long-term quality assurance goals, priorities, and performance standards reports.
Experience in performance improvement, quality, and patient safety.
Data or quality management experience in a clinical setting preferred.
Special Knowledge, Skills & Abilities:
Principles and practices of quality management, quality improvement, and quality assurance principles in a public health care setting.
Knowledge of the Ryan White Care Act, Service Categories, and Standards of Care preferred.
Knowledge of HIPAA requirements and human subjects training is required.
Capacity to understand current trends, research, and issues in treatment and prevention as they relate to QA/QM/QI in a public health care system.
Extensive knowledge of MS Office Suite.
Excellent written and oral communication skills.
ARC Geographic Information Services (GIS) experience preferred.
Demonstrated ability to work independently, as well as collaboratively as part of a team.
Effective communication (written and verbal) and interpersonal skills.
