This position is Essential and is required to report to duty before, during, and immediately after a civil emergency.
This is managerial and advanced technical work coordinating and implementing solid waste collection, recycling and yard trash programs including customer service and public education. This position is also responsible for contract management of multi-year solid waste collection and disposal agreements. The management oversight includes enforcement of City Ordinances relating to solid waste collection.
Performs difficult professional and technical project management work leading and managing short and long-term projects involving a solid waste system; does related work as required. Projects will involve making recommended programmatic changes to solid waste operations to ensure that the highest value is being provided to customers at the lowest possible cost. Work is performed under the general supervision of the Neighborhood Services Director to provide leadership and guidance to the solid waste program consistent with the Strategic Plan. Responsibilities require the frequent use of confidentiality, tact, discretion, initiative and independent judgment requiring general knowledge of the policies and procedures of the organization and the solid waste program. Facilitates the development of public trust and confidence in the City and the City’s Solid Waste Program.
The salary range for this position is $96,408-$110,869 D.O.Q.
Graduation from an accredited college or university with a Bachelor’s degree in Business Administration, Public Administration, Environmental Science, or a related field is preferred. Ten (10) or more years’ cumulative experience in solid waste operations is also preferred. Organizational leadership and management experience required. Municipal solid waste experience is required. An equivalent combination of related education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job may be substituted.
Certified Manager of Integrated Municipal Solid Waste Systems through the Solid Waste Association of North America (SWANA) and/or similar certification is preferred. Valid Florida Driver's License and maintenance of clean driving record required.
Knowledge of the local government rules, regulations, policies, procedures and ordinances.
General knowledge of the municipal solid waste industry and the ability to apply principles of planning and design of solid waste projects and facilities.
Considerable knowledge of contract management as it relates to the privatization of solid waste collection programs.
Knowledge of solid waste field operations, containers and collection trucks.
Considerable knowledge of the economics of solid waste collection as it relates to enterprise funding.
Considerable knowledge of education and promotion of solid waste programs and recycling.
Considerable knowledge of office practices and procedures.
Ability to interpret and implement ordinances and other regulations with fairness, tact, and impartiality.
Ability to plan, assign, supervise, and review the work of staff and contractors engaged in the provision of solid waste services in a manner conducive to full performance and high morale.
Must possess excellent communication skills to effectively communicate with elected officials, charter officers, department heads, representatives of other agencies, city employees, vendors, stakeholders, and the general public.
Advanced knowledge of computer applications including, but not limited to, Outlook, MS Word, Excel, and PowerPoint.
Ability to present project ideas and proposals graphically, orally and in writing to staff, City Council, other governmental agencies and the public.
Knowledge of businesses, community organizations, other local governments, and their efforts.
Knowledge of modern record-keeping and recording methods.
