We are seeking a Grants and Contracts Analyst who will coordinate pre-and post-award sponsored projects activity. It will provide dedicated professional level sponsored funds management for more than 80% of time with specific responsibility for pre-award and post-award functions that includes, but may not be limited to: proposal preparation, budget development, account maintenance and oversight, billing/invoicing, reporting, compliance, and closeout. In addition, will assist with the management of non-sponsored accounts. While this role may assist with some aspects of non-sponsored funds, the primary goal of this position is to ensure timely, effective and efficient functioning of sponsored funding. The individual will act as the point of contact within the project, providing instruction on protocol, regulations and guidelines pertinent to the agency and/or University. The individual will provide broad/in-depth professional administrative level guidance on protocols, regulations and guidelines, both within the University and with other associated research/administrative professionals outside of the University. This position works independently on highly detailed budgets related to the project. This individual will also provide direction and assistance with details related to sub awards from other institutions on their federal pass-through grants. May also work directly with management of non-sponsored funds, including general funds and gifts, on a limited basis.
The U.S. Agency for International Development (USAID) launched the Supporting, Mobilizing, and Accelerating Research for Tuberculosis Elimination (SMART4TB) project. SMART4TB, is a five-year, $200 million initiative, to identify more effective methods and tools for finding, treating, and preventing tuberculosis (TB) in 24 priority countries for TB programming. This initiative will build research capacity in high TB burden countries by supporting studies that evaluate novel approaches, interventions, and tools to combat TB–including diagnostic tests, new treatment drugs and regimens, socioeconomic and health system challenges, methods to interrupt TB transmission, and TB vaccines readiness and delivery. Led by Johns Hopkins University School of Medicine, the SMART4TB international consortium partners are University of California, San Francisco, KNCV Tuberculosis Foundation, Elizabeth Glaser Pediatric AIDS Foundation, Treatment Action Group, Perinatal HIV Research Unit (South Africa), YR Gaitonde Medical, Educational and Research Foundation (India), Walimu (Uganda), Kyrgyz State Medical Academy, and Victory Network (Vietnam).
Specific Duties & Responsibilities
Prepare and assist in the development of budget justifications to ensure their relationship to the budgeted dollars.
Assist with project budget and expenditure analysis.
The analyst will ensure compliance with University and Agency regulations and restrictions.
Responsible for account reconciliation process (i.e., prepare detailed budget reports on a monthly basis to review accounts, etc).
Ensure compliance with university and/or agency regulations and restrictions (i.e., USAID regulation, JHU IRB compliance, ERS, other support, etc).
Assist in the tracking of sponsored research documentation through the signature/approval processes.
Responsible for coordination of the large grant, reviewing and approving all sponsored budgets, budget justifications, and other required administrative data.
Verify compliance with sponsoring organizations' guidelines, as well as with relevant University policies and procedures. Assist Principal Investigators in completion of required information.
Verify compliance with institutional IRB, ERS, etc.
Responsible for tracking proposals and other documentation through signature/approval processes.
Develop and prepare financial reports for forecasting and results analysis for selected faculty and the Department of Medicine.
Advise faculty and staff on changes in sponsored research policies.
Assist with SMART4TB assigned project tasks.

External: Affiliated hospitals, private and government agencies granting research funds (e.g., USAID, NIH, Foundations, and Private Drug Companies) and various vendors and service providers (e.g., sub-award entities, supply companies, professional medical organizations and societies, contractors).
Two years of administrative/budgeting experience.
Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
Successful completion of the RAT (Research Administration Training) Program (18-24 months) is equivalent to three years of relevant experience for this position. If an employee does not successfully complete the program, no additional experience will be applied.

Knowledge of accounting and budgeting theory and practices.
Thorough knowledge and understanding of the Johns Hopkins University accounting system and related fiscal offices.
Specific knowledge of the operation of the Division and Department preferred.
