Historic East Baltimore Community Action Coalition, Inc. (HEBCAC) is seeking an Employment Advocate on a full-time basis. Under the direction of the Youth Opportunity (YO!) Program Director, the Employment Advocate will work with young adults to define goals based on their capacities, strengths and developmental needs. Responsibilities will include providing comprehensive career and employment training services to all Youth Opportunity participants that will result in positive outcomes. Since 2000, the YO Program is providing comprehensive services to out-of-school youth ages 18 to 24 and moves them to economic independence. YO! maintains an annual enrollment of 350 participants. Committed instructors lead classes so youth can get their high school equivalency certificates (GEDs) and then connect to high-growth careers. Advocates make referrals to supportive social services and offer leadership development opportunities.
Specific Duties & Responsibilities
Essential Functions of Position include, but are not limited to the following
Responsible for managing a caseload of (80-90) youth and developing individualized educational and career plans..
Works with youth individually and in groups settings to address barriers that impede their advancement and build additional life skills to aid in professional and personal development..
Responsible for connecting out-of-school youth to an array of services available on and off site that will develop their skills and result in certificates of academic completion and full-time employment.
Prepares a written plan which establishes specific goals and treatment methods enabling clients to achieve assessment, adjustment, and employment goals.
Prepares clear, accurate progress notes and maintains up-to-date, concise, organized case records.
Visits participant homes in order to promote positive attendance and behavior in program activities.
Responsible for documentation of all program participant involvement in MIS (Kidsmart) system.
Attends team meetings and case conferences as appropriate to discuss problems and evaluates progress or re-evaluates needs.
Assists with program recruitment and orientation for members.
Networking and partnership development to connect members to housing and additional resources for the participants.
Works with other Employment Advocates to ensure quality service for entire Youth Opportunity System
Identifies employment/community opportunities that include educational activities, training, employment, scholarship information, financial aid opportunities, vocational and apprenticeship programs and matches them to the youth individual goals and activities.
Performs other duties as required.
Special Knowledge, Skills, & Abilities
Strong working knowledge of the needs of out-of-school youth population.
Competence of the principles of human behavior, youth development, assessment/counseling, and case management.
Ability to motivate participants and increase their interest in personal and career development.
Aptitude to maintain effective working relations with OED, employers, and other community agency personnel.
Knowledge of community resources related to at-risk and out-of-school youth.
Excellent communication skills (written and verbal).
Capacity to organize workload, prioritize and manage multiple tasks, in order to meet established deadlines.
Proficient computer skills; knowledge of Microsoft Office (Word, Excel, Access, Outlook, & Case Management Software).
Able to work as a member of a team to assure project completion.
Bachelor's Degree in Education, Sociology or other related field.
Or, completed AA degree program in counseling or a related field and two (2) years of related youth work experience.
Additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

Skilled at creating and posting marketing materials on various social media platforms as a form of communication and marketing.
Knowledge of Kidsmart and HMIS database systems.
Possesses a knowledge base of resources in Baltimore City, an understanding of navigating housing systems, and ability to assist youth with coordinated access application process.
