UMBC is seeking an Associate Vice President of Administrative Services (AVPAS) to provide leadership for core administrative university services. This position is responsible for a variety of core functions and teams that are integral to the daily functioning of the university but also its long-term strategic growth and development. We are looking for a candidate with broad administrative experience, the flexibility to grow the role as the mission of the university evolves, and who is excited to lead a large and diverse team. Reporting to the Vice President for Administration & Finance, the AVPAS directs the administrative functions and services of: (a) Auxiliary services consisting of the campus bookstore, campus card/mail services, dining services (provided by outside contractor), vending services, and the Chesapeake Employers Insurance (CEI) arena (managed by outside contractor); (b) management and operation of the Columbus Center, a University System of Maryland multi-functional research facility in Baltimore’s Inner Harbor, (c) environmental safety & health, (d) management advisory services, (e) procurement and strategic sourcing, and (f) real property initiatives and transactions. This position also leads the University’s Enterprise Risk Management initiative.
Real Property: Responsible for all real property matters for the University inclusive of negotiation of leases and license agreements, acquisitions, easements, rights of entry, etc. and coordinating with the Office of the Attorney General, as applicable
Procurement and Strategic Sourcing: Review and sign all delegated contracts on behalf of the University which include facilities rental agreements, contracts as a result of procurement action over a specific dollar threshold, and leases and license agreements, as well as approval of all intercollegiate athletic contracts prior to signing by Athletic Director
Auxiliary Services: Responsible for campus bookstore, campus card/mail services, dining services (provided by outside contractor), vending services, Chesapeake Employers Insurance (CEI) Arena (managed by outside contractor)
Enterprise Risk Management: Coordinate the development of the Enterprise Risk Management processes for identification, assessment, mitigation and monitoring of risks to the University to achieve its mission of teaching, research and service.
Management and Advisory Services: Responsible for campus audits, evaluating policy, and procedures.
Environmental Safety and Health: Responsible for overall health and safety through technical support, informational training and consultation as well as audits of environmental health and safety practices.
In conjunction with the Associate Vice President for Facilities Management, provide leadership as the University plans for the long-term development of the Spring Grove property and coordinate with the Maryland Department of Health.
