Rutgers, The State University of New Jersey is seeking a Manager, Facilities and Equipment Services for the Public Health Research Institute Center within the New Jersey Medical School. Under the direction of the Director of PHRI. Plans, organizes, coordinate and directs day-to-day operations and functions related to maintenance equipment for all laboratories. Serves as the principal liaison for lab equipment and instruments repairs and new installments for PHRI laboratories. Develops and implements programs and systems for the maintenance and operation of shared laboratory equipment in PHRI laboratories.
Among the key duties of this position are the following:
Serves in the role of facility advisor to the Director, schedules all facility –related construction, renovation, modification, preventative maintenance and operations, as needed.
Interacts with the NJMS Director of Facilities for coordination of user needs in the ICPH/PHRI laboratory.
Assists in recommendations for new and replacement equipment.
Assists in negotiations with vendors for supplies, equipment and services related to the operation and functions of the laboratories.
Responsible for service contracts and maintenance records of equipment.
Supervises and conducts decontamination of contaminated BSL3 systems and runs validations using biological and other applicable indicators to ensure that the decontamination processes are successfully completed.
Responsible for the work and coordination with facilities and others to conduct and successfully accomplish decontamination of laboratories and animal suites.
Works and assists in the annual recertification of laboratory containment.
Oversees, supervises and conducts routine efficacy testing and validations of autoclaves, updates and maintains appropriate records generated in the performance of work during decontamination, testing and validations.
Oversees, supervises and conducts administrative functions and other duties, as assigned including but not limited to the maintenance of supplies needed to perform routine and assigned functions, ensures and maintains ready and calibrated equipment.
Provides maintenance support in restricted BSL3, BSL2 and Select Agent rooms for critical instrumentation.
Coordinates all scheduled maintenance of laboratory instruments and equipment in PHRI Vivarium currently under service agreement with their respective vendors.
Performs preventative maintenance and ensures operability of critical instruments and equipment in the PHRI Vivarium that includes 13 fixed autoclaves and 6 water polishers and 6 cold/warm rooms.
Minimum Education and Experience:
Bachelor's degree in technical discipline and at least six (6) years or more of appropriate technical and progressive administrative experience.
Technical experience should include responsibility in scientific environment including research instrumentation.
Management experience should include working with inventory control and equipment maintenance administration.
Equivalent education, experience and /or training may be substituted for the degree requirement.
Additional Requirements: Department of Justice Criminal Background Check and Fingerprinting to be completed in accordance with CDC requirements as part of application to have access to Select Agents. Additional requirements for Rutgers Suitability Program will also apply initially and annually thereafter. This includes but is not limited to a medical exam, mental status check and reference evaluations.
Required Knowledge, Skills, and Abilities:
Knowledge of federal, state and local environmental health and safety regulations. Knowledge of Laboratory safety and chemical, biological, radiological and physical hazards required. Must be detail oriented and able to prepare documents and reports as necessary. Proficient in Microsoft Office applications including creating charts and graphs.
Troubleshooting skills related to BSL3/ABSL3 laboratory equipment and other facilities related equipment.
Must be able to perform hands on tasks.
Requires management and team leadership skills. Ability to communicate effectively, maintain professionalism, credibility, confidentiality (as needed) and good service delivery practice when dealing with internal and external contacts.
Ability to mentally and physically react effectively, quickly, calmly and rationally during times of conflict and emergencies required.
Ability to follow instructions and policies on safe and secure use of all biological, chemical and radiological hazards.
Standing, walking, lifting, twisting and bending on a frequent basis.
Ability to communicate and interact effectively with a person with wide range in backgrounds including faculty, research staff, EHS and facilities.
Previous experience in a (A)BSL3 environment.
Good mechanical aptitude and manual dexterity.
Excellent administrative and follow-up skills to oversee operations and compliance.
Excellent communication skills and the ability to provide clear and concise details regarding safety policies, risk management and facility issues to supervisors, co-workers, faculty and other staff members.
Familiarity with machine or model shop equipment.
Physical Demands and Work Environment:
Must be able to pass the testing requirements to wear the applicable BSL3/ABSL3 personal protective equipment, including respiratory protection.
