Job Duties:
The Executive Director of Business and Administrative Affairs reports to the Dean of the College of Nursing and serves as the College's chief business and financial officer. The Executive Director is responsible for providing strategic direction to the College's administrative and financial operations and for the development, implementation and interpretation of administrative and financial policies and procedures. The Executive Director makes significant administrative decisions on behalf of the College of Nursing. The position oversees the College's financial and personnel related operations. The Executive Director works closely with the three academic departments in the college, as well as offices of Academic Affairs, ECU Human Resources, Diversity, Equity and Inclusion Office, Controller, ECU Budget Office, ECU Finance & Administration, Payroll, ECU Medical & Health Sciences Foundation, ECU Environmental Health and Safety, ECU Facilities Services, and Emergency Management operations. The primary purpose of this position is to provide leadership and strategic direction in resource development and management and to provide oversight of all College of Nursing administrative affairs.
20% Supervise professionals within the business operations unit.
Directly supervises HR, accounting, and business services.
Oversees all staff positions. Works with College of Nursing's human resource manager to develop staff through professional development workshops, retreats, etc. While not a direct supervisor to all staff, ensures that staff voice is represented in administrative decisions. Manages staff performance evaluation processes.
20% Formulates business policies, practices, direction, and service delivery solutions.
Recommends and implements new administrative structures and guidelines within the college.
Serves as advisor to the Dean, Associate Deans, and Department Chairs and provides direction on human, financial, and facilities resource allocations and operational issues.
Serves as a member and/or resource person to College and University standing and ad hoc committees and task forces.
Develops, reviews, and revises all College of Nursing Administrative policies on a periodic basis.
Responsible for establishing and maintaining appropriate internal controls to protect College assets.
Negotiates contractual arrangements with internal and external agencies and oversees the contracts once in place.
Works closely with the Associate Dean for DEI in relation to DEI activities of the College.
Completes other assignments as requested by the Dean
30% Provides oversight for business components in areas of budget management, financial planning, purchasing, personnel administration and facilities management.
Administers and works closely with the Academic Affairs Division finance office on grants, budgets, and other financial matters.
Counsels and collaborates with the Dean and the Medical & Health Sciences Foundation for the College of Nursing concerning matters related to resource planning and fundraising initiatives.
Directs all College of Nursing financial affairs including multiple funding sources of state appropriations, the faculty practice plan, and institutional trust funds. Direction is provided in the areas of budgeting and planning and serving as the College of Nursing controller.
Advises the Dean and other administrative officials in short/long term resource planning and management for the College.
Works closely with the Associate Dean for Research and CON-CAHS grants hub in relation to grant activities of the College.
30% Provides leadership and administrative direction in development of processes.
Serves on Dean's Executive Committee.
Acts for the Dean on administrative, fiscal, and human resource matters.
Collaborates with the Director of Community Partnerships and Practice in marketing the college's faculty practice plan, including contract negotiation.
Administers reporting efforts to internal and external (UNC-GA, accrediting agencies, etc.) entities on College and Departmental activities and initiatives.
Works closely with the CON's Executive Director of Information Technology on staffing, equipment, and the overall direction and growth of technology in the college for resource allocation.

Minimum Education/Experience:
Minimum of a master's degree in an appropriate discipline (i.e., Public Administration, Business, or Finance) and 5 or more years of relevant experience or a bachelor's degree with at least 1-2 years supervisory experience and 5 or more years of relevant experience.. Prior administrative experience which demonstrates progressive responsibility for strategic planning and financial analyses is required.
