We are seeking an Administrative Manager. The position focuses on the following main business and personnel responsibilities: formulating and monitoring budgets, strategic planning, staff supervision, compliance with regulations and policies, hiring and onboarding, interactions with constituents outside the department, and facilities/space management. Activities of the position related to these responsibilities are listed in detail below.
Specific Duties & Responsibilities
Oversee all activities related to pre- and post-award administrative and financial processes.
Serve as the university liaison for all administrative, financial, and operational matters, including representing the Department in Divisional and Interdivisional meetings.
Participate in DBO working groups to provide counsel and recommendations for issues that impact the Whiting School of Engineering.
Ensure proper management and compliance of all sponsored awards.
Serve as the primary contact for sponsors on contractual and financial matters.
Participate in Departmental and Center strategic planning and implementation.
Provide financial reports and analyses used for strategic planning.
Assist Department Head with development, preparation and review of divisional budgets including establishing a five-year plan for the department.
Assist the Director of Materials Characterization and Processing Facility in developing and maintaining a business plan, including development and initiation of strategic initiatives to build faculty equipment and user base, review and establish annual rates and oversight of routine billing, and provide budget oversight and projections.
Develop and implement policies and procedures, e.g., business continuity.
Help identify funding opportunities to expand research activities.
Oversee proposal processes.
Oversee and monitor the closeout of grants and contracts including review of final Financial Status Reports (FSR).
Manage the academic needs of the department in support of academic programs and students.
Establish and maintain positive professional liaisons both internal and external to the Department, Center, school and university.
Oversee general facilities operations.
Advise and assist staff with HR processes and policies.
Supervise performance of administrative staff, conduct performance reviews in close collaboration with Head and/or Director, identify professional development opportunities, and establish a culture of matrixed management (the practice of managing individuals with more than one reporting line)
Create position descriptions and requisitions for new hires, performs other HR-related tasks, e.g., hiring, terminations, performance management.
Process faculty, staff and student visa requests.
Conduct administrative staff meetings, promote cross training and provide a forum for information exchange.
Mentor staff and identify opportunities for professional development.
Oversee time and attendance reporting for all administrative staff.
Oversee staff workload and responsibilities; create coverage plans.
Review and approve SAP documents such as Shopping Carts, Non-payroll Cost Transfers, and on- line check requests.
Oversee events for the department such as graduate orientation, prospective student visit weekend, annual student design day, alumni reception, and departmental safety orientation.
Work closely with communications specialist to develop and/or maintain student-related social media accounts: Face Book, LinkedIn, Twitter, etc., as well as the website for the department.
Champions the importance and value of a diverse, equitable, and inclusive work environment.
Minimum Qualifications
Bachelor's Degree in Business, Finance, Accounting or other related field.
Five years progressively responsible professional-level administrative or financial experience related to monetary or non-monetary resources of a department, center or unit.
Master's degree in a related field may substitute for required experience and additional experience may substitute for education, to the extent permitted by the JHU equivalency formula.
