Amend at UCSF in the UCSF Division of the Center for Vulnerable Populations seeks to recruit a Program Manager (PM) to manage all aspects of Amend program development, implementation, and evaluation for one of three state prison systems currently partnered with Amend (or equivalent program management workload). The PM will independently oversee a broad spectrum of management, program development, program delivery, and program evaluation duties that will require advanced knowledge and experience in the fields of correctional policy, practice, and reform; public and/or occupational health; and program management.

The PM will have responsibility for the overall management and oversight of all administrative operations, program design and implementation, and finances for the success of Amend's programming at one of three state prison systems (or equivalent) with a total annual budget of approximately $1M and minimum 6 assigned training and program evaluation staff/contractors totaling approximately 3.0 full time employees (FTEs). The PM will have sole responsibility for coordinating activities, achieving measurable health and related correctional outcomes, and reporting progress to the program Director at multiple assigned project sites.

In fulfilling their duties, the PM will design and develop major program components, administer the full range of operational requirements for these programs, including training, managing, and mentoring program staff ranging from the research assistant to program manager level, including contracted trainers from key program partners like the Norwegian Correctional Service. The PM will work collaboratively with the Chief Program Officer and Director of Amend on formulating short-term and long-term planning and procedures and will interface with prison system leadership and other high-ranking stakeholders (e.g. elected officials, implementation partners, leaders of community-based organizations, and funders and other supports). The PM provides mentorship and strategic guidance to Amend research leadership and staff, including conceiving of and planning program evaluation efforts that include qualitative and quantitative research aims. The PM also represents the Amend program and plays a leading, independent role in the dissemination of Amend program evaluation results via the academic literature, lay press, conferences, and other forums. The PM is responsible for ensuring that program reporting requirements related to their assigned project sites are met across a range of funders, including the National Institutes of Health (NIH), individual donors, and large and small foundations. Finally, the PM is responsible for identifying future partnership and program implementation opportunities, preparing strategic planning documents related to new opportunities, and supporting competitive grant and other funding applications as assigned by the Director.

The Program Manager will be expected to effectively plan, deliver, and evaluate both virtual and in-person programming. The University of California currently prohibits non-essential travel but once these restrictions are lifted, the Program Manager should expect to travel for approximately 60-80 days/year with trips occurring on an approximately monthly basis often requiring 5-7 days of continuous travel, primarily to partnering jails and prisons throughout the U.S. and internationally.

Please note: The compensation ranges listed online for roles not covered by a bargaining unit agreement are very wide, however a job offer will typically fall in the range of 80% - 120% of the established mid-point. An offer will take into consideration the experience of the final candidate AND the current salary level of individuals working at UCSF in a similar role.

For roles covered by a bargaining unit agreement, there will be specific rules about where a new hire would be placed on the range.
