The International Vaccine Access Center (IVAC) in the School of Public Health is seeking aGrants & Contracts Analyst(GCA) who will be responsible for activities related to sponsored and non-sponsored proposals & projects within our center. The Grants & Contracts Analyst will provide dedicated professional level sponsored funds management for more than 95% of time. Specific responsibilities for pre-award and post-award activities, to include but is not limited to, proposal preparation and submission, financial report development, account maintenance, oversight, compliance, and grant closeout. The GCA will work independently as well as part of the IVAC Operations Team on a variety of grants/contracts. that range from simple to complex. This role will also assist with aspects of non-sponsored funds such as processing gifts, tracking expenditures on non-sponsored accounts, and requesting new discretionary and gift accounts.
Job Scope/Complexity
Will provide guidance on proposals, policies and guidelines to IVAC faculty and other scientific/research professionals within and outside of the university.
This position will work independently on a variety of complex level grants/contracts, including those from the Bill & Melinda Gates Foundation, World Health Organization (WHO), USAID and other funding agencies.
Grants, contracts, and awards may involve highly detailed budgets, multiple projects, contracts and Sub-awards to external entities both domestic and international.
Will provide updates and information to other groups outside of the department but within JHU, such as, Johns Hopkins Program for International Education in Gynecology and Obstetrics (JHPIEGO), Epidemiology, and School of Medicine.
Specific Duties & Responsibilities
Partner with and function as point of contact with center faculty and budgetary staff, Department of International Health Sponsored Projects Administrator, and personnel from the Johns Hopkins University Research Administration (JHURA) office regarding the planning and development of application submissions to various private agencies/foundations, federal government and commercial companies.
Will work with the Sponsored Project Support Services (SPSS), Human Resources Support Services (HRSS), Purchasing, Accounts Payable/Receivables as well as other university level offices.
Will also work directly with management on non-sponsored funds, including discretionary funds & gifts. Will liaise with the Development Office and Office of External Affairs.
Serve as liaison between central offices and funding agencies.
Will consult with members of the JHPIEGO finance team on subcontracts by and between IVAC and JHPIEGO.
Understand and utilize institutional policies & sponsor guidelines for pre-award grant process and submission.
Review all sponsored project proposals for assigned faculty. Review involves checking for accuracy, content, completeness, and adherence to all relevant guidelines.
Responsible for the timely preparation of proposal budgets and other required documents, for internal review.
Review budgets and related justification/narratives for appropriateness and completeness. Provide budget details for subcontract negotiations.
Ensure compliance in all other areas related to grant and contract management, including sponsoring organization guidelines, internal protocols, accurate protocol information within grant documents, conflicts of interest, etc.
Maintain ongoing updates and communications related to pending proposals and current grants and contracts. This includes regular reporting to principal investigators on financial status of grants, contracts and discretionary accounts. Provide relevant updates and reports to departmental leadership, as needed.
Manage related post-award processes, including award set-up, review, account set-up verification, and ensuring that staff is set-up appropriately.
Ensure that post-award responsibilities are complete, including budget distribution, account reconciliation, payroll set-up, cost transfers, payment of invoices and paperwork finalization related to third party contracts and subcontracts
Oversee and direct all aspects of award management activities and provide information to other employees, including monitoring and managing accounts, audits, evaluations, and reporting.
Provide information and direct assistance required to complete contract and grant closeouts.
Meet with Faculty and Senior Financial Analyst to review accounts, spending and salary support. plan for future grant submissions.
Complete quarterly base projections in collaboration with the Senior Financial Analyst and Financial Manager.
Other duties as assigned.
Minimum Qualifications
Bachelor's Degree.
Two years of administrative/budgeting experience.
Additional education may substitute for required experience and additional related experience may substitute for required education to the extent permitted by the JHU equivalency formula.
Successful completion of the RAT program (13-15 months) is equivalent to two years of relevant experience for this position. If an employee does not successfully complete the program no additional experience will be applied.
Preferred Qualifications
Knowledge and understanding Johns Hopkins University accounting system and related fiscal offices.
Extensive knowledge of external Federal guidelines/procedures for grants and contracts, including NIH, NSF, and CDC.
