DEPARTMENT OVERVIEW
Risk and Safety Services (RSS) is a multi-operational unit within the Division of Finance, Operations and Administration at the University of California, Santa Cruz. RSS delivers a wide variety of programs and services to support campus-wide safety and emergency response for incident management. Departments include Risk Services, Environmental Health and Safety, the Office of Emergency Management, Transportation and Parking Services, and University Police.
The Clery Compliance Coordinator reports to and works under the supervision of the Campus Safety Compliance and Accreditation Manager and provides direct support for the UC Santa Cruz Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act compliance program. Working in collaboration with the UCSC Police Department and other campus offices, the Clery Compliance Coordinator is a professional resource for all laws and regulations outlined in the federal Clery Act. The position helps develop a comprehensive, 'best practice' Clery Act compliance program for UC Santa Cruz. This position is responsible for assisting the Campus Safety Compliance and Accreditation Manager in initiating, developing, revising, and maintaining all UC Santa Cruz Clery Act compliance components, policies and procedures. The Clery Compliance Coordinator collaborates with the Campus Safety Compliance and Accreditation Manager, University departments, and campus personnel to monitor and conduct reviews and ensure compliance with the Clery Act and related University policies and procedures. This function requires in-depth knowledge of the Clery Act, including all changes to the Act and other laws or regulations affecting Clery Act provisions. In carrying out these responsibilities, the incumbent must exercise strong analytical skills and the ability to act professionally and independently and exercise discretion and sound judgment.

JOB DUTIES
20% - Campus Security Authority Coordination
Collaborates with Human Resources, Student Affairs and other campus departments to identify Campus Security Authorities (CSAs) for the UC Santa Cruz campus, as defined by the Clery Act.
Develops processes for ensuring specific CSA responsibilities and training requirements are included in job descriptions across the University.
Help maintain the principal CSA roster and email distribution list for each academic year, including making frequent updates to reflect staffing changes.
Send communication to CSAs involving obligation reminders, campus reporting procedures and requests for information.
15% - Data Collection, Reporting and Record-Keeping
Compiles, examines and verifies crime and disciplinary referral data from various internal and external sources, including the UCSC Police Department (PD), Student Conduct, Academic Personnel, Human Resources, Equity & Equal Protection, CHES and other law enforcement agencies.
Partners with PD Records & Communication to ensure proper crime classification of incident reports.
Reviews all CSA reports for timely warning considerations, crime log inclusion and annual statistical disclosures.
Reconciles CSA reports to maintain accurate records, including maintaining Clery-compliant audit trail and annual archiving of reports.
Coordinates retention of printed and electronic records for Clery Act compliance.
Serves as the Recording Secretary of the UC Santa Cruz Clery Act Compliance Committee.
15% - Building and Property Classifications
Assists with collaborating with Real Estate & Contract Services, Facilities Management, Office of the Registrar, SOAR and other campus departments to maintain Clery classification procedures for all buildings and properties owned and/or leased by UC Santa Cruz and officially recognized student organizations.
Develops and maintains a campus Clery map and conducts an annual review to ensure continued compliance.
Coordinates with Athletics & Recreation, Student Affairs & Success and other campus departments to collect and track student travel information.
Ensures maintenance of property list of registered student organizations in partnership with Student Affairs & Success.
Maintains principal Clery geography spreadsheet and provides a consolidated list of Clery geography locations annually for collection of crime statistics from outside law enforcement agencies.
10% - Training
Assists with developing and delivering employee communication, education, and training programs that focus on the elements of campus-wide compliance with the Clery Act.
Provides CSA and Clery Act training presentations in person to various sized audiences. Regularly maintains UCSC CSA assignments to appropriate UC Learning Center modules.
Documents and maintains individual training records for regulatory compliance. Performs audits of CSAs' training compliance and prepares biannual training data.
Reviews and updates printed resource materials, internal website and various department websites to ensure accurate and consistent Clery information across campus.
10% - Policies and Procedures
Assists with initiating, developing, revising, and maintaining all of UC Santa Cruz's Clery Act compliance program policies and procedures to ensure compliance with Clery Act-related laws and regulations.
Conducts research on pending changes to the Clery Act and related laws and regulations to determine their impact on current University policy and procedures.
Consults and interacts with other institutions, agencies and entities outside of the university to discuss best practices, compliance concerns or regulation interpretation; assists with implementing campus-wide best practices when applicable.
Ensures familiarity with the Higher Education Opportunity Act (HEOA), Higher Education Act (HEA), Family Educational Rights and Privacy Act (FERPA), policies and compliance requirements.
10% - Crime and Fire Log
Assists PD Records & Communication with maintaining and updating the daily Crime Log in compliance with the Clery Act.
Ensures crime and disciplinary referral data gathered from various internal and external sources are included on the log.
Coordinates with the Records & Communications Manager to ensure appropriate sworn/non-sworn PD personnel update the disposition of all crime reports for Clery Act compliance.
Develops process to capture all reported crimes within PD's patrol jurisdiction, as defined by the Clery Act, for inclusion on the log.
Coordinates with Campus Fire Marshal's office to ensure all fires in on-campus student housing units are included on the Fire Log in compliance with federal regulation.
10% - Annual Security and Fire Safety Report
Collaborates on all related activities in support of the Annual Security & Fire Safety Report (ASFSR).
Assists with preparing, publishing and distributing the ASFSR to current and prospective students and employees.
Facilitates review of policies and procedures by various campus departments and updates annual report accordingly to ensure information is accurate and Clery-compliant.
Coordinates with the Campus Fire Marshal to ensure compliance with HEOA fire safety regulations and the appropriate university departments to ensure compliance with regulations such as the Drug Free Schools and Communities Act (DFSCA) and Violence Against Women Act (VAWA).
Collaborates with other campus departments and records custodians to ensure proper retention schedules for Clery-related documents.
5% - Warnings, Emergency Announcements, and Evacuation
Assists with developing policies, procedures and sample language for the Emergency Notification and Timely Warning UCSC alert systems.
Collaborates with and trains the PD to ensure compliance with Emergency Notification and Timely Warning requirements of the Clery Act.
Coordinates with the Office of Emergency Management to ensure that at least one test of emergency response and evacuation procedures is completed annually that meets federal requirements.
5% - Campus Clery Subject-Matter Expert
In the absence of the Campus Safety Compliance & Accreditation Manager, assumes full responsibility for UC Santa Cruz Clery compliance.
REQUIRED QUALIFICATIONS
Bachelor's degree in related area and / or equivalent experience / training.
Demonstrates ability to identify research, analyze, interpret and conduct complete analyses of complex laws, statutes, policies and data.
Excellent organizational and time management skills, with the ability to prioritize workload to meet deadlines. Must have the ability to process assigned work with an attention to detail and maintaining a high level of accuracy.
Demonstrates ability to implement operational and administrative policies and practices.
Sound interpersonal skills and ability to maintain confidentiality and handle sensitive information with tact and diplomacy.
Ability to present information in a clear and concise manner in writing. Strong written communication skills. Demonstrates experience effectively conveying information.

PREFERRED QUALIFICATIONS
Advanced degree in Public Administration and/or Public Policy, law or other related discipline.
Certified Clery Compliance Officer from the National Association of Clery Compliance Officers & Professionals or completed other advanced Clery Act or comparable training.
Previous experience with or knowledge of laws and regulations associated with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (e.g., requirements for reporting crime under the FBI Uniform Crime Reporting system) coupled with knowledge of other related federal, state and local laws and regulations (e.g., provisions of Sexual Assault Victims Bill of Rights).
Knowledge of city, state, and federal laws and regulations applicable to the functions of Clery Act crime records.
Experience working in campus safety.
Three (3) years or more of work experience with an institution of higher education.
