POSITION OVERVIEW The Department of Emergency Management is a unit within University Health and Safety which reports to the Senior Vice President for Finance and Operations. In addition to the Department of Emergency Management, there are five functional groups within University Health and Safety; Biosafety and Occupational Health Department, Building Code Department, Health Emergency Response Office, Department of Radiation Safety, and Department of Environmental Health and Safety.
The Campus Operations Professional 2 – Emergency Management position has a working title of Emergency Management Coordinator and reports to the Deputy Director of Emergency Management. The incumbent is a member of a team that provides emergency management services to all University facilities state-wide. The Department of Emergency Management is a team of ten part-time and full time professional staff.

POSITION RESPONSIBILITIES: Training and Exercise Coordination (30%):
Develop and deliver exercises and training to the Twin Cities Campus relating to emergency management
Assist with development and delivery of training for System Campuses and other University facilities
Maintain appropriate training records for individuals involved in emergency management activities
Research and coordinate third party training activities that are appropriate for emergency management
Maintenance of Emergency Plans (25%):
Maintain and update emergency plans for the University system
Develop tools to assist departments and facilities as they complete their plans
Review plans and ensure compliance with University policies as well as state and federal requirements
Emergency Management Projects (20%):
Assist with grant development, submission, and tracking
Assist with organization and maintenance of facilities used by the Department of Emergency management including the designated EOC facilities
Participate in department, college, and University events, meetings, projects, and initiatives
Documentation and Policy (10%):
Write and edit emergency management-related documents, guidelines, and policies to coincide with the relevant emergency management plans
Remain current and participate in continuing education and training opportunities related to University policy and best practices
Liaison and Partnerships (10%)
Develop and maintain internal relationship with faculty, staff, and students
Develop and maintain external relationships with partner agencies
Other Duties as Assigned (5%)
Up to 10% travel within the State of Minnesota to visit University System Campuses and facilities is a requirement of this position.
Participation in a rotating on-call response system that may be activated after regular work hours and on weekends or holidays is a requirement of this position.
ENVIRONMENTAL AND PHYSICAL REQUIREMENTS
This position is primarily based in an office setting
Occasional field work may require extended walking, standing, and sitting in a wide variety of weather conditions.
Must be able to move 25-pound equipment 10 times per hour for up to 4 hours per day.
Must be able to move 50-pound equipment with assistance occasionally.
INDEPENDENCE AND DECISION MAKING
This position works under the general supervision of the Deputy Director of Emergency Management but is given latitude to make decisions about work and projects for which they are accountable. Decisions involve evaluating several established options, developing proposals for new options, and prioritizing projects within established timelines.
REQUIRED QUALIFICATIONS:
BA/BS with at least 2 years of experience or a combination of related education and work experience to equal 6 years.
PREFERRED QUALIFICATIONS:
BA/BS degree related to emergency management, public administration, business administration, or a related field
Experience working in a higher education environment; familiarity with University of Minnesota policies and procedures.
Able to function effectively in stressful situations with strong decision-making and problem-solving skills.
At least one year of full-time experience working in an emergency management or emergency services position (Police,
Fire, EMS), or a combination of education and relevant experience to total five years
Computer skills including spreadsheet development and maintenance using Excel and web database reporting.
Experience managing and prioritizing multiple tasks and work both independently and as part of a team.
This position requires successful completion of a background check.
