Facilities Management (FM) supports Western Washington University’s academic mission through the maintenance and operation of Western’s facilities and grounds. This support is accomplished through leadership, teamwork, and our commitment to quality customer service for the Western Washington University community. Western’s campus utilizes 125 buildings encompassing 3,445,000 gross square feet on 2,642 total acres across all of its campuses.
Reporting to the Director of Facilities Maintenance and Operations, the Construction Manager provides project management for in-house construction and maintenance functions and to direct the activities of personnel in the Central Shops which include Carpentry, Electrical, Paint/Flooring, and Plumbing. This position provides project management and support to all units in Facilities Development and Operations (FDO) and supports the academic mission of Western Washington University.
This position requires daily contact involving a broad spectrum of the campus community, FDO units, and individual staff. A strong ability to communicate effectively, verbally and otherwise, is required.
Supervise and support the Carpentry, Electrical, Paint/Flooring, and Plumbing Shops with four (4) direct reports and a staff of approximately forty (40).
Provide project management for in-house construction and maintenance activities, including scheduling, estimating, construction coordination, and budget/cost analysis. This includes supervision of two (2) direct reports performing cost estimate and work scheduling functions.
This position reports directly to the Director of Facilities Maintenance and Operations (M&O), and keeps the Director fully informed of current and upcoming projects, concerns, and emergencies that support the operation of the University.
Establish project priorities, resource requirements, problem resolutions, and staff assignments.
Responsible for ensuring all employees have written position descriptions defining areas of responsibility, authority, and specific duties, all employees are familiar with and adhere to established university policies, procedures, and regulations; performance evaluations are completed and meet the requirements of written expectations; and personnel actions are initiated in a timely manner. It is also critical to ensure staff members have a professional and service-oriented attitude.
Demonstrate strong interpersonal and creative problem-solving skills by exercising solid independent judgment and strong professional ethics in all relationships within and outside the University.
Supervise the in-house operations and maintenance efforts and project work pertaining to asbestos removal and remediation. Work with Environmental Health and Safety to define responsibilities, training requirements, and administrative processes for the University’s Asbestos Management Plan.
Financial / Administrative Duties
Develop and monitor cash-flows, authorize expenditures, and monitor spending in support of State Funded, Capital, University Residences, and other campus departmental requested work orders (approximately 5,000 per year). This is accomplished by reviewing work requests, verifying budget codes, scheduling, estimating, labor assignments, tracking workflow, and material costing.
Develop and maintain statistical data required to analyze and justify WCC and FDO operational costs and provide data to support FDO’s recharge rate structure.
Work closely with the Director and M&O, managers, and supervisors to facilitate effective coordination of all types of work on campus with planning staff, design staff, and shop personnel. Assist in the development of design/construction standards, guidelines, departmental policies and procedures, and supervise the direction of such.
Plan, coordinate, and direct resources to sufficiently meet the demand for in-house renovation and maintenance services. This is accomplished by reviewing work requests to determine priorities and labor required to perform work/tasks assigned.
Review, plan, and schedule construction and maintenance projects in accordance with customer requirements, within University guidelines and standards, and in compliance with regulatory codes. This is accomplished by reading blueprints and work orders, determining scope of work (non-designed projects), and providing estimated or planned labor hours and material costs to allow scheduling and full-time employee (FTE) planning within the FDO shops.
Review employee job applications and assist in the selection and hiring process. Review employee performance factors and prepare evaluation ratings. Oversee staff leave. Assist in developing training programs to improve employee skills related to their assigned work area. Promote workplace safety education.
Enforce safety rules and regulations, maintain records on work performed, and compose reports as required. Work jointly with Directors and Managers to establish FDO labor and material cost targeting for year budgets and to develop and submit capital improvement projects.
Participate in the planning and implementation of the FDO strategic planning process. Review and develop on-going goals and objectives to improve existing conditions and services.
Minimum of four (4) years’ experience in facilities management or construction in an industrial/institutional setting.
Demonstrated leadership and supervisory skills, including successful personnel management experience.
Demonstrated successful project management experience, including managing multiple priorities, schedules, and crews simultaneously.
Strong fiscal management experience.
Working knowledge of hazardous materials including asbestos and lead.
Excellent communication skills.
Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of university students and staff.
Demonstrated ability to establish and maintain effective working relationships with a diverse group of clients or co-workers in a setting similar in size and complexity to Western Washington University.
Incumbent is required to attend asbestos management training and obtain certification within one year of employment date.
Possess a valid driver’s license or ability to obtain one prior to beginning work.
An undergraduate or advanced degree in Engineering, Architecture, Construction Management, or related field.
Registration as a Professional Engineer (PE), Architect, Certified Facility Manager, Certified.
Educational Facilities Professional (CEFP), Certified Construction Manager, or similar certification by a national facilities or building management professional organization.
Certification in some phase of asbestos management (for example, Worker, Supervisor, Inspector, Designer).
Experience with a computerized maintenance management system (CMMS).
Experience working in a union environment.
In the event of a campus emergency the director may work on campus for extended periods of time. The director will also need to be accessible twenty-four hours a day. A cell phone for access and job-related communications may be required for this position.
