PURPOSE:
Under the general direction of the Associate Vice President for Student Affairs & Dean of Students, the Director of Student Engagement & Leadership Development (SELD) is responsible for the overall administration, direction, planning, organization, implementation, and evaluation of university programs and services that promote the educational and social development of students outside the classroom. SELD includes the following functional areas: Leadership Development, Student Clubs and Organizations, Greek Life, Associated Students (Governance and Programming), and Community Engagement (also includes Student Civic and Voter Empowerment - AB 963). The Director is a key member of the Student Life team and routinely collaborates with Student Housing & Residential Life, Basic Needs, First Year Experience, Recreation, and the Otter Student Union to provide a seamless co-curricular learning environment for students.
ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
Independently develops, plans, implements, and evaluates programs and services in support of student development and student leadership. Conducts constituency needs assessments, formulates recommendations, implements, and evaluates new programs and services. Ensures that all programs and services are in compliance with multiple Executive Orders, CSU and campus policies, state and federal laws, and best practices with regard to risk management. Works closely with Enterprise Risk Management and Environmental Health and Safety, University Affairs, Ceremonies and Events, and University Police Department to ensure proactive planning and safety for events and activities.
Provides direct oversight of program and administrative staff. Oversees professional and paraprofessional recruiting, hiring, training, work assignments, supervision, performance standards, evaluations and feedback for all personnel.
Directs budget preparation and management, financial planning, and reporting for all areas and department accounts, including, state general funds, Materials, Services and Facilities Fees, student fee funds, and trust accounts. Develops and prepares budget proposals providing justification of need.
Leads and oversees the department's strategic planning process in concert with Student Life, Student Affairs, and the university. Facilitates strategic plan implementation to maximize resources and opportunities to attain desired results. Uses an asset-based approach to build on the talents and strengths of staff and students.
Provides leadership and direction within all functional areas to deliver student development related services, projects and programs. Ensures collaboration with internal and external groups to deliver programs aimed at student development and projects affecting student leadership development and personal growth. Oversees student leadership training for student organizations and general student community. Evaluates program areas; develops and assesses learning outcomes of all programs and services. Provides direction and oversight for comprehensive effective advising, assistance and guidance to students and student organizations in a primarily residential multi-cultural environment. Meets with students individually and in group settings to advise students regarding leadership and campus involvement and directs students to appropriate resources.
Develops new policies and procedures to meet programmatic needs. Interprets policies and uses discretion to resolve conflicts. Oversees the analysis and development of University policies and procedures as they may impact students and functional areas. Provides input through appropriate channels to develop new and/or revise existing policies to enhance campus life and student retention.
Establishes effective working relationships with individuals and departments to facilitate the dissemination of information and promote supportive and helpful relationships with students and faculty, while recognizing the need for sensitivity to a diverse student population. Develops collaborative partnerships with Student Affairs units to achieve the Division's mission and goals. Collaborates with faculty and other Academic Affairs units in order to cultivate a seamless learning environment both in and outside the classroom. Participates on relevant campus committees. Develops effective relationships with and between the community and SALO.
Promotes the department's services and programs and collaborates with the University Communications Department. Oversees the production of informational and promotional for student events and programs
Other Functions:
Attends seminars and conferences to maintain program and professional development.

KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of: student activities and leadership development programs, practices, and trends; planning, organizing, and coordinating college or university events and programs with students; facilitating, mentoring and/or guiding individuals and groups of college students; effective supervisory principles, practices and techniques; modern management and administrative techniques related to the development and implementation of appropriate methods of work planning, scheduling and coordination in a team environment to meet changing organizational objectives; legal and administrative issues related to the operation of student programs and activities. Working knowledge of: assessment and evaluation methods; principles, problems, and methods of public administration, including organization, personnel, and fiscal management; advanced statistical and research methods.
Skills: excellent human relations skills; problem solving and conflict resolution; program development; project management; group facilitation and training, individual and group advising and student leadership development; personnel management; financial/resource planning and budget management: effective oral and written communication. Proficient in the use of personal computers including word processing, spreadsheets and database software.
Ability to: understand and adhere to the highest principles of ethical behavior; provide skilled student services; plan, organize; quickly acquire a working knowledge of CSUMB procedures and policies; provide leadership to a team that provides services to students in a sensitive and responsible manner; create an environment with a strong student/customer service orientation; supervise, train and motivate the work of multiple direct reports and effectively recommend personnel actions; train and evaluate employee performance; remain calm under pressure and be able to multi-task in a fast paced environment; create schedules, assign and establish projects and develop short and long range plans; use appropriate technology, including a personal computer and associated software; work with various campus constituents including students, faculty, administrators, staff employees and alumni; and establish and maintain cooperative working relationships in a diverse academic environment.
MINIMUM QUALIFICATIONS:
Equivalent to a bachelor's degree in a related field AND a minimum of five (5) years of progressively responsible experience in student services administration which includes policy analysis and development, planning and coordination of college or university programs, budget management, and professional staff supervision.
PREFERRED QUALIFICATIONS:
Master's degree in Education, Student Personnel Services, Higher Education, or Counseling. Significant experience developing and implementing university student life programs and services. Knowledge of the California Educational Code and laws that affect state university policies that applies to student organizations. Experience in assessment of programs and activities with a focus on learning outcomes. Bilingual skills (speaking and writing). Experience managing in a collective bargaining environment and with information systems used in student services administration. Technical fluency with Oracle/PeopleSoft, CSU Common Management System or equivalent student information system; Microsoft Office Professional Suite, and Google mail and calendaring programs.

PHYSICAL ENVIRONMENT:
Office environment with standard equipment and tasks. Position requires working at a computer and desk for extended periods of time. May require travel between campus offices and off-campus locations.
