The School of Medicine (SOM) Facilities Planning Office is responsible for planning and coordinating capital construction projects including feasibility analysis, programming, design and construction through building occupancy. The office is also responsible for the planning and coordination with UNC Facilities Services of both formal and informal renovation projects, management of over 1.3 million net assignable square feet of existing space in over 25 buildings, oversight of SOM research operations in leased space, operation and oversight of the SOM Photo ID/Building Access and Security Office, as well as short-term and long-range facilities master planning, and coordination with UNC Environment Health and Safety (EHS) to meet laboratory safety requirements including oversight of SOM high containment laboratory facilities (Biological Safety Level 3) and those operating with Select Agent pathogens.
The Associate Director reports directly to the Assistant Dean of the SOM Planning Office and oversees all operations and services provided by the SOM Planning Office and assists with the SOM's short-term and long-range strategic plan for space and use. Core responsibility includes managing the overall research footprint/space metrics and analysis, and architectural, engineering, interiors and logistics teams. In addition to research enterprise support, the position is the point source for coordination of all capital construction, renovation and operations and maintenance projects across the SOM. This position ensures that the project management team is effectively dispatched across all project types including analytical assessment and all manner of physical projects in planning, design or construction. This position will be responsible for the financial reporting and accounting function of the office, including oversight of the $1.5M operating budget, as well as supervision of two positions and operation of the SOM Photo ID/Access and Security Office.
Education and Experience:
Essential: Extensive knowledge of planning in a medical school/healthcare and cutting-edge research environment including requirements for complex/sophisticated laboratory, computational, specialty services and educational space. Ability to mentor, coach, and manage staff across multiple projects of varying scope and complexity. Ability to develop, monitor and assess research space and productivity metrics, including their application to strategic space management and facilities planning decisions. Ability to manage relationships with internal and external partners in a collegial manner. Ability to direct the management of capital outlay construction projects and renovations across the SOM. Ability to anticipate potentially problematic situations as they arise from all projects under management by the Planning group. Ability to ensure implementation of program changes to meet the vision of the Planning Office and the SOM vision and mission statement. Ability to communicate major and/or complex situations and actions both internal and external to the organization as they relate to the short-term and long-range planning and resource allocation for the SOM. Ability to manage budget/finances of projects. Understand and be sensitive to a diverse academic environment and demonstrate interaction and management with all levels of management, faculty staff and student.
Preferred: Knowledge of UNC School of Medicine and University of North Carolina at Chapel Hill governing policies and procedures with regard to capital outlay and renovation projects, and research laboratory operation, planning and design. Extensive knowledge of state and federal regulations, statutes, and governing policies and procedures of the UNC School of Medicine and UNC Chapel Hill.
