JOB PURPOSE:
Under the direction of the Vice Chancellor-Human Resources or assigned manager; the Equity, Equal Opportunity, and Title IX Officer is responsible for planning, directing and managing the District's Equal Employment Opportunity (EEO) and Title IX programs. This includes assessing and conducting investigations of discrimination and Title IX complaints; ensuring that the hiring process conforms with EEO law, district policies and procedures, and equitable hiring practices; training and advising EEO Site Leads on the EEO process for recruitment and hiring; providing EEO and equity training for District employees and implementing appropriate policies and procedures, and training programs for students and employees related to Title IX compliance.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Plan, organize and direct the work of the EEO office ensuring compliance with all reporting requirements including data collection, database management, data analysis and reporting; managing the EEO program; update and revise the District's EEO plan
Monitor and coordinate regulatory compliance with local, state and federal laws and regulations, including but not limited to: Title IX, the Clery Act, and VAWA. Develop appropriate policies and procedures for compliance under Title IX, VAWA and the Clery Act.
Train, advise, and consult with EEO Site Leads on the EEO process for recruitment and hiring.
Ensure that the hiring process conforms with EEO law, district policies and procedures, and equitable hiring practices.
Assess adverse impact related to hiring and ensure and assess the diversity of hiring committees.
Collect, monitor, and assess disaggregated employment data at all steps of the screening/hiring/promotion process, conduct exit interviews, and climate surveys to increase retention of employees from historically marginalized groups.
Objectively and effectively oversee and coordinate investigations of allegations and complaints of alleged unlawful discrimination, sexual harassment, and other violations of rights relative to assigned program areas, prepare reports, and make findings and recommendations related to law and legal precedence; ensure investigations are timely, impartial and thorough.
Systematically review and assess federal and state executive, legislative, administrative and judicial guidelines, orders and decisions related to all assigned compliance programs to ensure District policies, rules, practices and processes are consistent with current law, clearly presented and readily available as a resource for students, employees, and the public.
Conduct investigations and resolve both informal and formal complaints of unlawful discrimination, including age, ancestry, ethnicity, color, physical disability, mental disability, parental status, pregnancy, gender, gender identity, gender expression, marital status, medical condition, genetic information, national origin, race, religion, sexual orientation, and military or veteran status.
Provide information, advice, interpretation, and training to District administrators, employees, students, and employment applicants on federal and State laws and District policy and procedures related to unlawful discrimination.
May supervise, review and evaluate the work of assigned personnel and provide overall direction for training.
Perform other duties that may be assigned.
EDUCATION AND EXPERIENCE:
Graduation from an accredited college or university with a bachelor's degree in human resources, organizational development, psychology, public/business administration or a closely related field, and at least seven years of progressively responsible experience in the administration of human resources functions, including EEO, diversity and staff training/development; or an equivalent combination of training and experience.

Principles, practices and procedures of equal employment opportunity and Title VII, Title V, Title IX and Office of Civil Rights guidance documents.
Federal and state law and executive, legislative, administrative and judicial guidelines, orders and decisions related to assigned diversity, equity and inclusion programs.
District Board policies and administrative regulations related to equal employment opportunity, sexual harassment, discrimination, gender equity and accommodations of individuals with disabilities, as well as other areas of human resources management.
Principles, practices and techniques of fact finding, investigation, negotiation, counseling and conflict management.
Theories, principles and techniques of training and staff development.
Research, analytical and statistical methods used in assigned area.
Principles and practices of effective management and supervision.
Principles and practices of strategic planning.
Principles and practices of organizational improvement and culture change.
ABILITY TO:
Learn district organization, operations, policies and procedures.
