Job Summary
The Department of Operations is responsible for all facilities and operations management and planning in almost 1M square feet of office, classroom, and research space. The Department is also responsible for all real estate, facilities maintenance, space management, renovations, construction, security, food service, landscaping, custodial services, emergency planning, environmental health and safety (EH&S), and strategic facilities planning. These buildings are located in both Boston, MA and Cambridge, MA.
The Department of Operations manages the planning, designing, and execution of construction projects related to the changing needs of academic programming, research activities, and building maintenance.
The Senior Project Manager reports to the Associate Director, Construction and Engineering Manager of Buildings and is responsible for managing the day-to-day efforts related to programming, planning, design, construction, and activation of research and administrative projects for the Harvard T.H. Chan School of Public Health. Candidate will work with internal and external Project Managers as a team leader. Manages the selection process and contract negotiations for consultants, contractors, and vendors. The Senior Project Manager insures completion of projects within budget, on schedule, while meeting all program objectives and appropriate governmental regulations. Also, acts as a liaison between the client/users and all other project participants including consultants, contractors, vendors, and outside jurisdictional agencies. The Senior Project Manager is responsible for providing managerial oversight for a single or a series of construction projects.
Position Description
Duties and responsibilities include, but are not limited to, the following:
Works with internal and external Project Managers as a team leader.
Provides leadership and supervision to assigned consultants.
Ability to manage multiple high-profile projects simultaneously.
Responsible for all phases (planning, scheduling and managing) of the design, construction and occupancy process for a construction or refurbishment project.
Assesses, and documents project scope and program, describing the objectives, physical requirements, parameters, and constraints of the project. This includes not only the user's functional needs, but also school and external jurisdictional criteria for health and safety, operation, maintenance, energy efficiency, quality standards, contextual issues, and aesthetics.
Implements quality control measures to ensure project compliance with school policies, government codes and regulations; also, ensures conformance to the requirements of all project participants and stakeholders.
Maintains communications on a regular and timely basis, ensuring that all project participants and stakeholders are informed of project status, problems, and required actions.
Manages the process of furnishing and equipment selection, purchasing, and installation.
Manages the review and approval process to ensure appropriate approvals of all design work from schematic studies through final construction documents and related field changes and changes in scope, as well as approval for conceptual and detailed projects budgets.
Manages the selection process and contract negotiations for consultants, contractors, and vendors.
Prepares and maintains accurate, coherent, timely, and auditable project records/files, and cost estimates with department procedures; and ensures that as-built documentations are completed.
The Senior Project Manager is responsible for all project administration including all contractual requirements, agreements with trade partners, purchase orders, and risk management. This individual also manages general work performance and quality, and overall team progress against the project plan.
Produce thorough forecast of cash flow and Cost-to-Complete, which drills down to identify potential exposures.
Develop and track projects for on-time completion of forecasts.
Ability to constantly multi-task and handle competing priorities.
Possess judgment to know when to appropriately escalate issues up the chain of command.
The ability to manage and embrace change. Respond and adapt to new processes and new ways of looking at old problems.
A strong sense of urgency and initiative. Able to quickly study and react to complex issues.
Excellent problem-solving skills and the ability to confidently and decisively take action.
Team leader with excellent diplomatic and communication skills, able to handle and resolve conflicts effectively in a firm but fair manner.
PLEASE NOTE: This position is primarily on-campus and this position will be based in Boston, MA. Additional details will be discussed during the interview process. Projects will occasionally require off hour construction and the Senior Project Manager will be responsible for managing these operations. Must respond to project's emergency situations that may occur on or off-hours.
Basic Qualifications
Bachelor's Degree in relevant field such as Architecture or Engineering required
7+ years of relevant experience is required
Additional Qualifications and Skills
The following job-specific skills and competencies are preferred:
Masters Degree preferred .
Knowledge of local, state and federal regulatory requirements related to areas of functional responsibility.
10 years of experience relative to project size and scope.
Experience with using project management tools including but not limited to, Procore and Microsoft Project.
Establish and maintain effective relationships with widely diverse groups, including individuals at all levels both within and outside the organization and gain their cooperation.
Knowledge of technical, professional and business in the fields of research, architecture, and construction, and building design process.
Knowledge of CAD system, CAFM, estimating, cost control, scheduling, construction administration, quality control, specification writing, and space planning.
Ensure project compliance with school's safety and procedures and protocols.

Working Conditions
Construction sites, machinery and tools which pose a hazard.
Projects will occasionally require off hour construction and the Senior Project Manager will be responsible for managing these operations. Included is the requirement to respond to project's emergency situations that may occur on or off-hours.
