Lawrence Berkeley National Lab's (LBNL) Environment, Health & Safety Division has an opening for an Electrical Safety Professional to join the team.
In this role, you will provide customer service-based technical support for various scientific and operational organizations throughout the Berkeley Laboratory. This position serves the Lab community by resolving a wide variety of difficult technical problems, provides specialized electrical safety and hazardous energy control support, in addition to supporting the continuous improvement of the electrical safety and Lock Out Tag Out programs to meet DOE requirements.
What You Will Do Level 3:
- Update Chapter 18 of the ES&H Manual Document Pub 3000 as needed.
- Work closely with the EHS Program Assurance Team in tracking data in the LOTO Metrics and Dashboard.
- Key point of contact for the QuickBase Software system that houses several electrical safety applications.
- Coordinate the Annual LOTO Procedure Certification process.
- Regularly update data found on the Electrical Safety LOTO Webpage and associated spreadsheets.
- Update the LBNL Electrical Safety Manual, Chapter 8 and Chapter 14 of ES&H Manual Document Pub 3000 and other safety procedures as necessary (in close consultation with the LBNL Electrical Safety Committee).
- Develop and conduct electrical safety and LOTO training for Lab employees, students, guests, and subcontractors.
- Serve as a member of and consultant for the LBNL Electrical Safety Committee.
- Apply broad knowledge of safety principles, theories and concepts to support the development, implementation and maintenance of the Laboratory's Electrical Safety program, including policies, plans, procedures, hazard analyses, permits, training materials, audits, communication systems, and program files and records.
- Serve as one of the EH&S points of contact (technical advisor) to scientific and operations divisions in the area of Electrical Safety. Prepare awareness and training materials for regular use and consult with division management on the identification and control of electrical hazards.
- Develop and maintain a collaborative working relationship with EH&S staff, Safety Coordinators in the line divisions, EH&S Division Liaisons assigned to line divisions, workers, and line management throughout the Laboratory. Provide professional development training for EHS professionals in the area of electrical safety, and develop management checklists for use by division line management.
- Conduct hazard evaluations and risk assessments using approved National Fire Protection Administration (NFPA) and Institute of Electrical and Electronic Engineers (IEEE) methodologies.
- Participate in or conduct the investigation of electrical accidents or near miss events utilizing standard Laboratory accident investigation procedures.
- Provide day-to-day mentoring of employees in technical aspects of electrical safety and occupational safety in general.
- Performs other duties as assigned.
- Coordinate the biannual testing and switch out of rubber electrical gloves.
- Acts as the Certifier for several Electrical Safety related purchase orders.
- Monitors the Vendor SJHA's forms and identifies the need to provide additional electrical or LOTO support.
- Participate in assurance efforts for LOTO and Electrical Safety Programs.
What You Will Do Level 4 (in additional to Level 3):
- Work closely with Division Management to determine appropriate metrics and KPIs related to LOTO.
- Regularly update EHS, Facilities, and PIMD management on the health of the LOTO/Hazardous Energy Control Program and provide solutions to identified deficiencies.
- Participate in Apparent/Root Cause Analysis for LOTO and Electrical Safety related events
- Develop and implement corrective action plans related to safety events.
- Participate in independent project reviews, LOTO/electrical safety assessments, incident investigations or causal analysis at other DOE sites.
- Collaborate with EHS leadership to establish strategic plans and activities related to LOTO and electrical safety objectives.
- Support the PIMD in tailoring project specifications for LOTO requirements, highlighting areas of high risk or consequence and providing recommendations for the implementation of compensatory measures.
- Collaborate with Electrical Safety Group leadership to establish strategic plans and activities related to LOTO and electrical safety objectives.
- Support the Electrical Safety Group and EHS in the development and continuous improvement of policies, procedures, field guides, training content and related materials as it pertains to electrical safety and control of hazardous energy. Assist in project implementation and monitor performance to meet stakeholder requirements.
- Help develop assurance metrics and work with the performance support team to develop program dashboards reflecting risk associated with the LOTO program.
What is Required Level 3:
- BA/BS and 5-7 years of diverse experience or an equivalent combination of education and experience.
- Demonstrated ability to develop, implement, maintain and monitor safety programs and initiatives including development and execution of training, writing procedures, and conducting audits and safety inspections.
- Must have a working knowledge of and demonstrated ability applying OSHA, DOE, NFPA 70E, DOE, and IEEE electrical safety requirements.
- Broad knowledge and proven ability to apply general safety principles, theories and concepts to provide creative solutions to a wide variety of problems and developing mechanisms for measuring results.
- Demonstrated ability to work under general technical direction and exercise sound independent judgment on issues of importance to the success of the Lab.
- Ability to work under short deadlines and constrained budgets, while managing several projects concurrently.
- Substantial experience and skill level in working effectively with people in the widest variety of job classifications. Must possess the ability to effectively provide technical leadership and consultation to both technical and lay audiences.
- Must have demonstrated ability and experience in effectively handling sensitive issues and difficult people and situations.
- Demonstrated ability to communicate professionally and effectively both verbally and in writing with internal contacts (i.e. Berkeley Site Office contacts) external stakeholders and/or regulatory agencies as well as members of the public as applicable.
- Ability to physically inspect all Laboratory work areas, including shops, construction sites, laboratories, office areas, outside areas, etc. Position may require prolonged physical activity in potentially awkward positions.
What is Required Level 4 (in additional to requirements of Level3):
- BA/BS and 7-10 years of diverse experience or an equivalent combination of education and experience.
- The ability to obtain a Certified Electrical Safety Compliance Professional (CESCP) and/or Certified Safety Professional (CSP) credential.
- Knowledge of electrical safety in a research environment, specifically for stored energy sources and including equipment such as cyclotron, synchrotron, and/or electron accelerator.
- Expert level knowledge of NFPA 70E and OSHA 1926 electrical safety and LOTO requirements.
- Experience with complex switching or testing plans for Electrical Operations.
- Excellent negotiation and conflict resolution, and customer service skills.
Desired Qualifications:
- Knowledge of and experience at the Berkeley Lab or other Department of Energy facility.
- Knowledge of electrical safety in a research environment, specifically for stored energy sources and including equipment such as cyclotron, synchrotron, and/or electron accelerator.
Notes:
- This is a full-time career appointment, exempt (monthly paid) from overtime pay.
- The level 3 is expected to pay $125,268.00-$139,188.00 annually, which fits within the full salary range of $111,360.00-$187,920.00 for the H50.3- Occupational Safety Spec 3 position. Salary for this position will commensurate with the final candidate's qualifications and experience, including skills, knowledge, relevant education, certifications, while also aligned with the internal peer group.
- This level 4 is expected to pay $147,480.00-$163,873.00 annually, which fits within the full salary range of $131,088.00-$221,196.00 for the H50.4- Occupational Safety Spec 4 position. Salary for this position will commensurate with the final candidate's qualifications and experience, including skills, knowledge, relevant education, certifications, while also aligned with the internal peer group.
