The Opportunity
Resumes are being accepted for the position of Planner II - Site Plan. Reporting to the Manager of Development Planning, the successful candidate will manage, coordinate and administer the Site Plan Review Process. Guided by the goals and objectives of the City of Guelph Corporate Strategic Plan and committed to the Corporate Values of integrity, service, inclusion, wellness and learning, the candidate will aid in the achievement of the Community Vision for an inclusive, connected, prosperous city.
Hours of Work
35 hours per week Monday to Friday between the hours of 8:30 am and 4:30 pm. Occasional evening work would be required to attend meetings
Your role
Manage, coordinate and administer the Site Plan Review
Assist in evaluating site plan applications in terms of principles of good site planning and urban design, as well as interpreting and administering the City’s Zoning By-law, Urban Design Manual and other relevant bylaws/policies/standards applicable to site
Negotiate to resolve conflicts between applicants, interested parties and stakeholders on a variety of planning and urban design matters.
Serve as the main contact for the Site Plan Review Process and
Review and resolve issues related to individual applications and the overall Site Plan Approval Process in a timely and effective manner.
Coordinate and respond to inquiries related to the Site Plan approval
Chair pre-consultation meetings on future site plan
Focus on continuous improvement efforts related to the site plan process (eg. updating procedures, requirements and site plan by-law) as required.
Provide continuous, excellent, top quality customer
Act as expert witness at the Ontario Land Tribunal (OLT), as
Engage in public consultation, where required and
Perform other related duties as assigned.
Qualifications
Considerable experience related to the duties listed above, normally acquired through a degree in Urban and Regional Planning or closely related field with a minimum of 4 years of planning or urban design experience, preferably in a municipal development planning environment. Candidates with an equivalent combination of education and experience may be considered.
Membership or eligibility for membership in the Ontario Professional Planner’s Institute (OPPI) and the Canadian Institute of Planning (CIP).
Must possess a valid Class “G” driver’s licence with a good driving record. Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their licence is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.
Knowledge and skills in the application and interpretation of the Planning Act, Provincial Policy Statement (PPS), Provincial Growth Plan and other relevant legislation, policies and guidelines.
Experience with developing and applying planning and urban design policies, standards and guidelines.
Experience with Microsoft Office (Word, Excel, Outlook and Power Point).
Proven ability to prioritize, organize, coordinate and manage a variety of projects simultaneously while being adaptable to deadlines, time constraints and changing priorities.
Ability to provide a solution oriented, customer service approach using good judgement, creativity and strategic thinking.
Ability to work collaboratively with others in a team environment and to successfully negotiate and liaise with stakeholders, agencies, developers, consultants, and the community using strong communication, interpersonal, customer service and leadership skills.
Knowledge of the Occupational Health & Safety Act.
Knowledge of G.I.S., AMANDA and Bluebeam software is an asset.

$43.02 – $52.83
