UC Berkeley's University Health Services (UHS) is a comprehensive college health service providing fully accredited, primary medical care, counseling and psychological services, and innovative health promotion programs for students, faculty, and staff. UHS provides on-campus medical care and coordinates supplemental needs for off-campus care through a network of community specialists and hospitals. UHS manages the student health insurance and workers' compensation insurance programs.Approximately 65,000 visits occur annually including Primary Care, Urgent Care, Occupational Health and Specialty Clinics. Services are designed to minimize the impact of illness, emotional distress and injury on studies and work. Coupled with health promotion and public health programs, UHS reaches all segments of the Berkeley campus community. Responsibilities
Provides a high level of critical thinking in direct patient care and population-based patient care:
Reviews complex and urgent clinical cases and determines the best utilization of resources within UHS to minimize risk.
Coordinates care with health care providers both internal and external to UHS at all levels.
Identifies risk or potential risk of a communicable disease or spread of infection and takes appropriate action as needed.
Assists in an outbreak (communicable disease) investigation and keeps UHS leadership informed of findings and actions.
Public Health & Communicable Disease Prevention Program Management:
Serves as communicable disease program liaison for University Health Services to the City of Berkeley, Alameda County, and surrounding communities, State Dept. of Public Health, CDC.
Coordinates, maps, and tracks activities related to multi-sectoral pandemic preparedness and response for the campus, and the community in conjunction with the UC Berkeley Office of Emergency Management and our surrounding community partners.
Prepares public health advisories as a result of monitoring; may re-direct clinical staff to target treatment plans to high-risk sectors based on monitoring outcomes.
Provides regular reports and updates to the Medical Services Director, Executive Director, Clinical Services Management Team, and clinical staff, and serves as the principal communication link to local and state public health departments on the implementation and outcome of activities.
Conducts rounds, discusses and monitors infection control practices with staff; conducts infection control audits, collects infection data from departments; trains staff on implementation of infection control practices; investigates and reports incidents of infection and ensures availability of supplies required for infection control.
Provides guidance to managers in other relevant UHS units, campus residential housing, campus control units/divisions, State Department of Public Health and the CDC to coordinate, monitor, and communicate on Pandemic Preparedness activities, especially the implementation of the pandemic preparedness and response.
Under the general guidance of the Medical Director, and as a UHS subject matter leader for communicable disease prevention, may provide guidance to professional staff and campus departments on infection control and infectious disease issues and response, including but not limited to TB, recently emerging diseases such as COVID, Ebola and Zika, and newly emerging diseases.
Monitors environmental cleanliness as related to the potential for infectious disease spread and compliance with precaution procedures and communicates with the Environmental Services department as needed.
Fosters a professional working environment by assuming a leadership role (not supervisory) for all staff. May oversee subordinate workers in unusual or unplanned circumstances.
Develops and implements quality studies and policies and procedures that ensure patient satisfaction, compliance with care delivery protocols, and support the operations of the clinics:
Reviews infection control systems, practices, and procedures periodically, and makes recommendations to assure continued compliance with current campus policies and external regulations.
Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results.
Monitors knowledge and aspects of care related to standard and transmission-based precautions (bloodborne/airborne/droplet/ standard precautions).
Recommends new products that have an impact on reducing the potential for infection to patients or staff.
Provides infection control, prevention in-services, and other related infectious disease education to all areas of the organization and provides in-service education as required and/or requested by an individual or a department.
Monitors environmental cleanliness as related to the potential for infectious disease spread and compliance with precaution procedures and communicates with Environmental Services department as needed.
Applies organizational development concepts to perform complex analysis to understand past performance and determine present and future performance and/or resource allocations.
Independently selects methods and techniques for obtaining appropriate resolution.
Assesses medium to complex situations or problems, identifies desired improvements, works with UHS and community partners to address identified issues, and implements improvements in alignment with organizational strategy.
Provides infection control, infection prevention in-services, and other related infectious disease education to all areas of the organization.
Provides in-service education as required or as requested by an individual or individual department in response to emerging needs or identified risks.
Other duties as assigned and professional development include but are not limited to, staying up to date on required training, and knowing the latest trends in policies and procedures and best practices.
Serves as a chair of the UHS Infection Control Committee and guides quality improvement relating to infection prevention and infection control.
Is responsible for annual review of Infection Control Policies and Procedures for UHS.
Partners with the Clinical Services Director and Clinical Services Management Team to ensure adherence to said policies and procedures across clinical spaces and departments and completion of annual Risk Assessment.
Required Qualifications
Solid knowledge of clinic operations, including administration, protocols, and procedures.
Solid knowledge of patient needs and care assessment.
Broad clinical skills in providing and advising on the appropriate medical care to patients.
Effective communication and interpersonal skills to interact with patients, staff members, and other members of the medical community.
Proven expertise in clinical case management.
Demonstrates leadership and creativity in problem-solving
Education/Training:
Bachelor's degree in a related area and/or equivalent experience/training.
Licenses/Certifications:
Must have current and valid California State RN license.
CPR certification.
Public Health Nurse Certificate within 1 year of hire.
Preferred Qualifications
Education/Training:
Master's degree in Nursing, Public Health, or related field and/or related experience/training.
Licenses/Certifications:
Certification in Infection Control should be achieved within 2 years in the position.
Membership in the Association of Professionals in Infection Control within 1 year in the position.
Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary or hourly range that the University reasonably expects to pay for this position is $120,000.00 to $156,800.00 at 100% FTE.
This is a 80% full-time (32 hours per week), career position that is eligible for full UC benefits.
This position is exempt and paid monthly.
