The Biosafety Level 3 (BSL3) Program Facility Manager plans, directs, and oversees daily administrative and operational activities for the Universitys BSL3 Program core facility, a large multi-investigator operation with 40+ researchers; facilitates development and modification of BSL3 regulations, policies, and procedures; ensures compliance to standard operating procedures (SOP) for BSL3; monitors and responds to changes in national regulatory practices to ensure highest level of safety for BSL3 facilities; advises and provides consultation to researchers on BSL3 regulations, policies, and practices; ensures registration of all facility visitors and escorts visitors, support personnel, and contractors into BSL3 labs; oversees and maintains secure database for documentation of all BSL3 users, which consists of current training records, approval for BSL3 work and authorization, PPD/vaccine status, keycard access, relevant training, and incident reports; oversees and maintains compliant QC/QA records and security logs; develops and provides initial and ongoing training to BSL3 users; assists new and established PIs with building entry requirements, documentation, and training, including annual training reviews and updates; serves as primary point of contact for BSL3 facilities and equipment emergencies and alarms; oversees emergency response with appropriate departments, first responders and facility occupants; directs and participates in facility inspections with EHS (Environmental Health & Safety), IACUC (Institutional Animal Care and Use Committee), and APHIS (Animal & Plant Health Inspection Service); assists with responses to inspections and coordinates solutions to all findings; determines necessity, negotiates, and initiates purchases of specialized laboratory supplies, equipment, furniture to maintain smooth operation of facility; identifies, investigates, and resolves facility problems and conflicts; oversees facility repairs, renovations, and maintenance; oversees pest management issues; actively assists investigators and architects/facilities personnel in designing and planning new laboratories, renovations, and modifications; plans, determines, and oversees appropriate compliance, maintenance and certification of technical equipment and facility; maintains building certification and equipment safety records; assists users with creation, validation, and update of appropriate decontamination protocols; provides oversight for all animal care and use operations within the BSL3 according to IACUC standards; chairs BSL3 User Group meeting; chairs BSL3 Operations Group meeting; serves as a member of the BSL3 facilities update meetings; serves as a member of the BSL3 Advisory Group meeting.
The BSL3 Ops Manager serves as liaison with Environmental Health and Safety (EHS), Institutional Animal Care and Use Committee (IACUC), University Laboratory Animal Resources (ULAR); Centers for Disease Control and Prevention (CDC), and United States Department of Agriculture (USDA) regarding compliance issues; generates progress reports to BSL3 Program leadership; becomes familiar with research procedures of each individual research group; maintains a regular presence in the facility to monitor research activities and provide research-specific training; reconciles BSL3 Program expenditures, income, and budget; provides information to Department Administrator to develop annual operational budget; writes articles, reports and technical materials for training and publication; creates promotional materials to publicize and promote BSL3 program; collaborates in developing and writing new equipment and facility grant proposals; attends and presents at local and national meetings; trains, supervises, and directs work of BSL3 support personnel, performing work in their absence; participates in Department activities.
Minimum Education Required
A Bachelor's degree in a biological/health science or an equivalent combination of education and experience is required; Master degree desired. 4 years of relevant experience required. 10 years of relevant experience preferred.
Required Qualifications
Due to US Government Export Control Laws the selected candidate MUST be US citizen. Considerable experience in progressively responsible administrative/management capacity managing a research or related facility required; considerable biomedical research experience required; considerable experience working in BSL3 lab required; knowledge of BSL3 regulatory requirements, and facility systems, alarms, and equipment required; animal care/use experience desired; demonstrated experience in lab safety preferred. BSL3 laboratories that perform NIH-funded research are required to adhere to established requirements, including administrative and engineering controls, personal protective equipment, decontamination procedures, lab safety, and security. The BSL3 Operations manager therefore is required to have a broad yet in depth understanding of BSL3 facility procedures and protocols and the research that is undertaken in the Facility. Requires successful completion of a background check. Qualified candidates will be requested to complete a pre-employment physical and medical clearance evaluation, including a drug screen.
