Lawrence Berkeley National Lab's (LBNL) Security & Emergency Services (SES) Division has an opening for an Hazards Analyst to join the team.

In this exciting role, you will support the Lawrence Berkeley National Laboratory (LBNL) Security & Emergency Services (SES) Division Emergency Management Program through the development and implementation of analytical requirements and Prime Contract deliverables within the Emergency Management, Safeguards & Security, and Fire Protection Programs.

What You Will Do:

Required for Emergency Management Specialist: Hazards Analyst (Level 2):

• Identify and characterize natural, technological, and human-caused hazards.

• Support the development and maintenance of Prime Contract deliverables and programmatic documents for the All-Hazards Planning Basis, Emergency Categorization and Classification, Consequence Assessment, and Protective Action Program Elements under DOE Order 151.1.

• Provide analytical support to meet other Emergency Management requirements under DOE Order 151.1.

• Support the development of Prime Contract deliverables and programmatic documents to establish the analytical basis for the Safeguards & Security Program.

• Support screening and analysis of hazardous materials, including chemicals, biological agents & toxins, and radiological materials for emergency management and safeguards & security.

• Support the communication of major analytical elements of Emergency Management, Safeguards & Security, and Fire Protection Programs to both technical and non-technical personnel.

• Familiarity with statistical software, spatial analysis tools, and modeling and simulation software solutions to conduct hazard and consequence assessments.

• Provide subject matter expertise and hazards analysis information for planning credible drill and exercise scenarios.

• Serve on the exercise design/planning team and assist with the development of objectives.

• Serve in an assigned on-duty/on-call position in the Emergency Response Organization (ERO), with the potential for 24/7/365 recall and assignment on extended hours or during nights, weekends, and holidays; whenever such events occur.

• Perform other duties as required.

Required for Emergency Management Specialist: Hazards Senior Analyst (Level 3):

In addition to what was outlined at the lower level, a Level 3 will:

• Identify and characterize natural, technological, and human-caused hazards.

• Develop and maintain Prime Contract deliverables and programmatic documents for the Technical Planning Basis Program Element and Hazardous Materials Program requirements under DOE Order 151.1.

• Provide analytical support to meet other Emergency Management requirements under DOE Order 151.1D.

• Support the development of Prime Contract deliverables and programmatic documents to establish the analytical basis for the Safeguards & Security Program.

• Screen and analyze hazardous materials, including chemicals, biological agents & toxins, and radiological materials for emergency management and safeguards & security.

• Conceptualize and communicate major analytical elements of Emergency Management, Safeguards & Security, and Fire Protection Programs to both technical and non-technical personnel.

• Utilize statistical software, spatial analysis tools, and modeling and simulation software solutions to conduct hazard and consequence assessments.

What is Required:

Required for Emergency Management Specialist: Hazards Analyst (Level 2):

• Bachelor's degree or equivalent experience AND a minimum of two years relevant experience in related emergency management, fire protection, security, inspection and audit, and risk management; or an equivalent combination of education and experience, which may include course work in administration, environmental health and safety, public administration, business administration, or emergency management.

• Ability to review, interpret, and apply requirements.

• Basic knowledge of mathematical formulas, computations, or data analysis.

• Ability to perform hazard analyses and communicate results to technical and non-technical personnel.

• Understanding of chemical, radiological, or biological hazards.

• The ability to multi-task to produce results in a fast-paced changing environment involving competing priorities and deadlines.

• Knowledge of Windows Operating Systems and applicable software applications.

• Demonstrated skills in technical writing or research-based writing.

• Ability to obtain a California driver's license.

Required for Emergency Management Specialist: Hazards Senior Analyst (Level 3):

• Bachelor's degree or equivalent experience AND a minimum of five years of relevant experience in related emergency management, fire protection, security, inspection and audit, and risk management; or an equivalent combination of education and experience, which may include course work in administration, environmental health and safety, public administration, business administration, or emergency management.

Desired Qualifications:

Desired for Emergency Management Specialist: Hazards Analyst (Level 2):

• Basic knowledge of biological agents & toxins, chemicals, or radiological materials.

• Relevant emergency management certifications: IS-100.b: Introduction to Incident Command System ICS-100, IS-200.b ICS for Single Resources and Initial Action Incident, ICS-200, IS-230.d Fundamentals of Emergency Management, IS-235.b Emergency Planning, IS-700.a National Incident Management System (NIMS) An Introduction, IS-800.b National Response Framework, An Introduction.

• Relevant certification(s) preferred: Introduction to SEMS, Certified Hazardous Materials Manager (CHMM), Certified Safety Professional (CSP), Associate Safety Professional (ASP).

Desired for Emergency Management Specialist: Hazards Senior Analyst (Level 3):

In addition to what was outlined at the lower level, a Level 3 may have:

• Graduate studies in applicable disciplines.

All members of the Security and Emergency Services Department have emergency service duties during any incident or event affecting the safety and security of Lab personnel, the environment, and or property.

Notes:

• This is a full-time career appointment, exempt (monthly paid) from overtime pay.

• The full salary range for this position is $82,440 - $139,116 annually for the job classification of PS1.2.

• The full salary range for this position is $101,112 - $170,616 annually for the job classification of PS1.3.

• Salary for this position will be commensurate with the final candidate's qualification and experience, including skills, knowledge, relevant education, certifications, plus also aligned with the internal peer group.

• It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on the final candidate's qualifications and experience.
