Position Summary
Reporting to the Vice President for Public Safety, the successful candidate oversees and coordinates all emergency planning and management operations for the University at large (i.e. Morningside, Manhattanville, Columbia University Irving Medical Center campuses) to include University-wide emergency preparedness programs and initiatives. Represents the University to the National, State, and City emergency management community, and provides community education in emergency management principles and procedures.
Responsibilities
Serves as primary emergency management liaison with local, State, and National agencies, to include the NYC Office of Emergency Management, New York City Police Department, New York City Fire Department, New York City Department of Environmental Protection, and other community agencies. Plans, develops, and implements emergency management programs and related initiatives for the University, in accordance with National, State, and local emergency preparedness requirements and standards.
Represents the University to various internal institutional divisions and stakeholders such as Environmental Health & Safety, Facilities, Columbia Health, and others as well as externally to media, government agencies, funding agencies, and/or the general public.
Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals. Works collaboratively with each School, Environmental Health and Safety, Facilities, Fire Safety, Risk Management, General Counsel, and other stakeholders to achieve these goals.
Provides leadership and collaboration in the development and implementation of University-wide hazards programs, strategies, and initiatives. Serves in a leadership role with the University and CUIMC Emergency Management Operations Team (EMOT). Plans, directs, administers, and evaluates operations, human resources, and budgets/fiscal management for the institution's emergency management program.
Recommends and participates in the development of university policies and procedures; may serve on university planning and policy-making committees. Plans, develops, implements, and evaluates annual tabletop exercises and drills and exercises to ensure University-wide emergency management preparedness and adherence to annual Clery mandates.
Responds to and manages various emergency situations campus-wide such as fire, spills, weather, civil unrest, and other incidents, as they arise. Maintains up-to-date emergency contacts directory that includes the Incident Management Team, executive leadership, department heads, and external agencies.
Develops, plans, leads, and/or participates in educational, training, and outreach activities, to include program development and presentation of lectures and/or workshops. Serves as a Campus Security Authority as outlined by the Clery Act.
Performs miscellaneous job-related duties as assigned and required to respond to off-hours (nights and weekends) emergencies as needed.
Minimum Qualifications
Bachelor's degree from an accredited college or university in Emergency Management or a related discipline is required. A minimum of 7-9 years of experience directly related to the duties and responsibilities specified.
Federal Emergency Management Agency (FEMA) Independent Study courses IS-100, 200 700 and 800. Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Program planning and implementation skills.
Advanced knowledge and understanding of institutional emergency management principles, procedures, and standards. Knowledge of Federal, State, and local regulations and guidelines related to emergency management. Knowledge of State, University, and/or higher education or health care facilities emergency plans.
Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Ability to develop, plan, and implement short- and long-range goals. Ability to plan, organize and direct multiple programs and activities. Advanced working knowledge of university higher education and hospital/health care facility specific disaster planning, processes, systems, recovery, and resource requirements.
Knowledge of local, State, and Federal emergency systems and agencies, to include FEMA, law enforcement, fire prevention/protection, and emergency medical services. Ability to supervise and train personnel, to include organizing, prioritizing, and scheduling work assignments. Ability to develop and present educational programs and/or workshops.
Knowledge of chemical, biological, radiological, nuclear, and explosive (CNBRNE) hazards, and response and mitigation procedures and techniques. Familiarity with chemical, biological, and radiologic decontamination equipment, methods, and procedures. Experience in budget preparation and fiscal management.
