Under the direction of the Vice Chancellor-Human Resources; plan, organize and direct the District's American with Disabilities Act (ADA) program; Occupational/Environmental Health and Risk Management Programs and oversee the District's Workers' Compensation program. This includes coordinating, recommending, and/or administering risk management, loss prevention, and safety techniques.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Develop, plan, organize and direct District programs for Occupational and Environmental Health/Risk Management in order to ensure legal compliance with health, safety and environmental codes.
Manage insurance programs for the District; such as employee group health and welfare benefits, Workers' Compensation, student insurance, public liability, and property damage. Review indemnification language in District contracts and advise the District accordingly.
Interpret statutes, rules, policies, procedures and practices and analyze related health and welfare, Workers' Compensation, occupational and environmental health and risk management information.
Advise employees experiencing a work-related illness or injury as appropriate; assist in the investigation of work-related injuries; assist in evaluating work stations to ensure a safe workplace environment; compile related reports.
Represent and act for the District with insurance carriers in claim settlements as appropriate.
Design and implement emergency response plans and procedures for all District employees.
Maintain familiarity with insurance related rules and regulations, provide consultation to departments in interpreting policies, rules and regulations relating to insurance programs.
Oversee the District regulatory compliance efforts in matters relating to Occupational Safety and Health and Workers' Compensation, and ADA.
Oversight and coordination with the colleges regarding hazardous materials maintenance and disposal.
Conduct investigations and studies, perform research, make analyses, prepare operational and analytical reports, including statistical analysis and cost projections, and maintain related records.
Prepare budgets and submit through appropriate channels for approval; monitor and control assigned program operating budgets; initiate special fund requests; determine need and priority for capital equipment and materials.
Analyze and classify risks as to frequency and potential severity, and measure financial impact of risk to the District.
Supervise and participate in the identification of hazards and potential hazards by conducting comprehensive worksite surveys periodically; analyze new processes, materials and equipment; perform routine job or hazard analyses.
Select and implement appropriate techniques to minimize loss and protect District personnel and property.
Establish procedures for ensuring the timely correction and control of hazards through engineering techniques where feasible, through personal protective equipment and through the safe work procedures, which are understood by all District employees.
Design and coordinate the safety training of all District employees in both general (e.g., Workers' Right-To-Know, MSDS's) and specific (e.g., pesticide safety, back injury prevention) areas.
Provide for an on-going research program resulting in the enhancement of insurance protection; negotiate annual premiums with health care providers and monitor compliance with contracts; coordinate eligibility, review contract language and resolve disputes.
Communicate with District administrators, bargaining units, insurance carriers, and employees to distribute a variety of information and to assist in cost containment of benefits; provide technical expertise regarding benefits.
Compile and analyze data concerning past experience in Workers' Compensation, employee benefits and related programs for the purpose of developing, recommending and implementing plans and programs.
Establish internal systems, procedures, and practices to ensure both operational efficiency and high quality services and recommend introduction of new services when appropriate.
Serve as the District liaison with county and state offices of Civil Defense and Emergency Preparedness.
Supervise, review and evaluate the work of assigned personnel and provide overall direction for training.
Exercise judgement, diplomacy and discretion in handling matters that are difficult and sensitive in nature.
Perform other duties that may be assigned.
EDUCATION AND EXPERIENCE: Any combination equivalent to: Bachelor's degree from an accredited college or university with major course work in business or related field and six years of progressively responsible experience in environmental and occupational health and welfare benefits administration.

Employee Long-term Disability, Workers' Compensation, occupational and environmental health and safety, ADA, and the federal and state laws, regulations, and codes governing them.
Safety and accident prevention programs and related training techniques.
Methods of research, including statistical analysis, and specialized record keeping methods and procedures.
Employer-employee relations, including the collective bargaining process.
Principles and practices of organization, administration, and personnel management, including supervision, training and personnel evaluation.
Computer applications related to area(s) of specialization.
Analyze problems, identify alternative solutions, and project consequences of proposed actions and implement recommendations in support of goals.
Learn, interpret and correctly apply District policies, rules and regulations.
Effectively analyze and interpret data, apply and communicate applicable federal, state, and local policies, procedures, laws, and regulations, and prepare and present oral and written reports and findings to a diverse audience; effectively represent the District to the community and in quasi-judicial hearings.
Select, supervise, train and evaluate assigned staff.
Establish and maintain cooperative professional working relationships in the performance of position responsibilities.
In-depth knowledge of the Education Code, Title 5 and other administrative regulations and the ability to apply these regulations.
Sensitivity to all facets of the community including the needs of various groups, which comprise it.
Ability to successfully delegate, ensure adherence to College and District policies, practices and procedures, hold others responsible yet instill confidence among the faculty and staff.
Ability to exercise leadership to advance the District's mission.
Ability to participate in the Community College planning process while participating in the achievement of the goals and priorities of the District as a whole.
Facilitate communication and understanding, among faculty, staff, students, the community, within the framework of a multi-college district.
Interpersonal skills using tact, patience and courtesy.
