Position Summary:
The Department of Environmental and Occupational Health is a regional leader in research, training, and advocacy for a wide range of topics related to environmental health science and occupational medicine. It is one of the only academic departments that conduct research and provide training in occupational and environmental health science in Orange County.
Major duties include restricted and unrestricted funds management, contracts and grants budget monitoring, divisional budgeting, reconciliation of divisional accounts with accounting ledgers and financial account transfers. Develops and maintains systems to assure conformity with UC accounting policies. Utilize Decision Support Systems to generate reports, ensure data is accurately reported in the system. Audit and analyze data for assigned projects. Auditing and reporting of Clinic billing activities. The incumbent is responsible for all aspects of proposal post award administration and management. Working Pre-award knowledge is preferred. Incumbent prepares in-house financial reports for use by the faculty. The duties of this position require frequent interaction with program officers and sponsors at federal, state and industry funding agencies as well as counterparts from the UCI Sponsored Projects, UCI contract and grant accounting office, and various other UC Campus departments. Under the general direction of the Department Manager the incumbent is responsible for the financial and administrative management of federal and private contracts and grants (approx. $20.5 million) as well as other extramural funds and other accounts that support various research and instructional programs within Environmental and Occupation Health including post award grant management. As part of the Business and Administration Team, the incumbent has independent decision-making authority, policy analysis and interpretation and independent problem-solving responsibilities that requires on-going interaction with all levels of university and agency faculty and staff. Incumbent is responsible for providing specific direction to faculty and staff to assure compliance with recent revisions to contract and grant costing principals. This requires knowledge in agency specific contracts and grants policies; material management to include purchasing and equipment acquisition principles; personnel/payroll policies and procedures; gift administration; recharge principles; research subcontracting concepts; indirect cost principles; policies and practices related to Uniform Guidance/UG, FDP, Federal CAS requirements.

$66,700.00 - $118,500.00 (Annual Salary)
Required:
5+ years of proposal and post award management
5+ years of complex financial analysis experience
Ability to identify, collect, and analyze information from multiple sources
Advanced knowledge of finance policies, practices, and systems
Advance ability to effectively present complex finance related information both verbally and in writing
Bachelor's degree in related area and / or equivalent experience / training.
Working knowledge of Microsoft Office Applications Ability to interpret and summarize complex financial information and narrative reports pertaining to such topics as budget development fiscal planning and reconciliation Ability to audit documents and determine compliance to policies Demonstrated ability to make sound decisions and employ effective problem-solving techniques Working knowledge of University general accounting, payroll accounting, contract and grant accounting And purchasing policies and procedures Ability to exercise discretion and confidentiality of financial and personnel matters Demonstrated skills to independently analyze situations, interpret data, define problems and/or objectives, identify relevant factors, and formulate logical conclusions and recommendations Ability to organize, prioritize, and manage a complex workload in an environment with changing priorities and competing deadlines. Possess excellent mathematical, financial/business and analytical skills with the ability to formulate clear and concise budgets, financial spread sheets, and reports useful for planning and decision-making.
Preferred:
Knowledge of Kuali Financial System Knowledge of School of Medicine Decision Support System Demonstrated skill in understanding and interpreting current federal, state and University regulations relating to contracts and grants administration to include Uniform Guidance UG, FDP/RTC OMB Circular A-21, A110, A133 and generally accepted accounting standards, SAS 112 and records maintenance/retention standards Minimum of one year of UC experience managing multi-million-dollar research awards. Ability to work independently and proactively advise Principal Investigators about account balances, Experience administering research funding from agencies such as the National Science Foundation, and National Institutes of Health.
