SUMMARY/OBJECTIVE
The AAATA Safety Officer is responsible for the development and management of the organization’s safety program ensuring its compliance with goals and applicable safety standards as established by federal and state agencies. This position is required to work with staff (Union and Non-Union), consultants and contractors, to identify and positively address safety matters that could adversely affect the workplace and the service that the organization provides. The safety officer’s primary purpose is that of keeping the workforce and our customers’ safety at the forefront during the development and implementation of the various necessary safety programs, procedures, policies and other activities and to ensure compliance with regulatory and organizational requirements.
Accountabilities and Essential Functions:
Develop, implement, monitor and update health and safety programs, policies, procedures and systems:
Build culture of voluntary, proactive safety among all staff.
Effectively perform periodic inspections of facilities, buildings, equipment, processes and systems; identify safety hazards and deficiencies and recommend mitigation tactics; prepare reports detailing findings and recommendations.
Interact with employees at all levels of the organization to ensure a consistent understanding and enforcement of regulatory requirements.
Recommend and provide assistance in the development of short- and long-range safety plans; gather, interpret, and prepare data for studies, reports and recommendations; coordinate department activities with other departments/agencies as needed.
Develop safety training and re-training programs by coordinating with department managers, determining needs, designing and writing programs. Implement and supervise training programs based on operational needs and objectives. Coordinate the delivery of safety training programs.
Ensure compliance with all federal, state, local, industry and corporate regulations and standards:
Maintain knowledge and keep abreast of safety laws and regulations (i.e. OSHA, MIOSHA, DOT, FTA and Worker’s Compensation, etc.).
Assure adherence to established safety standards and that accident prevention techniques are being fully implemented.
Prepare and maintain all necessary safety related compliance documents and records.
Work with and assure outside vendors and contractors work within established regulatory and corporate safety standards while doing work for the Authority.
Lead joint labor-management safety committee and hold committee accountable for working effectively on assigned tasks and projects:
Prepare scheduled and periodic progress\activity reports as directed.
Develop specifications and make recommendations for the purchase of new or improved safety equipment.
Assist Safety Coordinator with the collection and review of all Industrial Accident Reports and determine responsibility (preventable or non-preventable).
Assist with the management of all aspects of safety in AAATA field operations, particularly relating to Motor Coach Operators, vehicles, AAATA facilities (i.e. stops and transfer points) and passenger safety.
Assist in managing all aspects of safe vehicle operations and personnel movement at AAATA’s main facility:
Administer AAATA policies for proper traffic circulation, use of buildings and parking.
Formulate and deliver recommendations for improvements.
Knowledge, Skills, and Abilities:
Bachelor’s Degree in Occupational Health and Safety, Safety Management, Human Resources or related field required.
Minimum of 5 or more years’ experience in occupational health and safety or related industry with formal coursework in fleet safety, industrial and environmental safety, or a combination of education and experience providing equivalent knowledge preferred.
Minimum of 3 or more years’ experience in a supervisory or management position.
OSHA, MIOSHA or other general industry safety certifications preferred.
Must possess a current, valid Michigan Driver’s License with a driving history that does not create liability concerns.
Considerable knowledge of safety standards, state and federal regulations concerning process safety management, lockout /tagout, confined spaces, DOT, right to know, worker’s compensation, protective equipment, and respiratory programs.
Ability to skillfully manage projects to completion and personnel for efficient and effective performance.
Ability to perform in emergency situations where the health and safety of the employees and/or the community, damage to equipment or property are concerned.
Ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees and the public.
Skill in problem solving with the ability to apply state and federal standards and guidelines to the existing work environment.
Skill in organizing and ability to self-start in discharging responsibilities.
Ability to prepare complicated reports.
Skill in evaluating data and determining appropriate course of action and gaining acceptance of recommendations.
