The Solid Waste Operations Superintendent position offers a unique opportunity to influence, change and utilize project management skills. This position is a management level classification overseeing the day-to-day operations of the Toland Road Landfill. The ideal candidate will have extensive experience utilizing “airspace” and cell layout methods, following landfill closure and post-closure maintenance requirements, and implementing and adhering to conditional use permit (CUP) conditions. The successful candidate will demonstrate a proven track record working with stakeholders from public agencies, contractors, customers, and staff. The incumbent will oversee staff, determine landfill maintenance and operations priorities, direct environmental and regulatory compliance activities, and manage equipment and facilities maintenance. Administrative duties will include reporting and budgeting and providing technical expertise in the development of policies and service delivery plans.

ESSENTIAL FUNCTIONS:
Duties may include, but are not limited to, the following examples.
Plans, organizes and directs operations and maintenance of assigned sites; determines operations and maintenance schedules and priorities.
Supervises, schedules, and evaluates solid operations, equipment, grounds and maintenance staff; develops, conducts and assists in on-the-job and formal training in work processes, regulations and safety.
Coordinates the selection, orientation, training and evaluation programs for operations and maintenance division personnel; provides or coordinates staff training; identifies and resolves staff deficiencies; carries out disciplinary procedures as required
Develops and implements special projects, operational change and new programs to improve operational efficiency and/or effectiveness to meet regulatory changes or to utilize technological advancements.
Prepares narrative and statistical reports as well as technical or operations investigation reports; coordinates with representatives of regulatory agencies, contract customers and others on technical issues related to facilities operated by the District.
Develops budget request submissions for areas of assigned operation; compiles budget information; monitors and directs operational changes to control expenditures; reviews, evaluates and recommends changes in charges.
Reviews and evaluates operational logs to evaluate facility/equipment/employee efficiency, effectiveness and compliance with solid waste regulations; provides technical oversight for operations and conducts training in technological and regulatory changes; trouble shoots operational problems and directs corrective action.
Coordinates work efforts between solid waste units to ensure operational needs are met; coordinates with representatives of other District staff to provide technical advice on operations matters, resolve resident complaints and other such matters.
Assists in developing and implementing department policies and evaluating program performance by providing input on special queries, and by conducting special research/pilot projects.

WORKING CONDITIONS:
Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting project sites or landfill activities. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this position works in all weather conditions including wet, hot and cold. The incumbent is exposed to fumes, dust and air contaminants at the landfill. The nature of the work also requires the incumbent to occasionally climb ladders, work in confined space, drive motorized vehicles and heavy equipment.
EDUCATION AND/OR EXPERIENCE
Any equivalent combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience:
Six (6) years increasingly responsible professional solid waste operations.
Two (2) years in a supervisory role involving regulatory compliance, operations planning and evaluations, training in budgeting, solid waste administration and management practices.
License/Certificate:
Possession of, or ability to obtain, a valid class C California driver’s license and a driving record acceptable for insurability.
Solid Waste of North America (SWANA) Manager of Landfill Operations (MOLO) certification desired.
Depending on assignment, a valid class B driver’s license may be required.
Ventura Regional Sanitation District is an independent, non-tax supported, public waste management agency founded in 1970. Organized pursuant to the County Sanitation District Act of the California Health and Safety Code, the District provides a full range of services, including integrated waste treatment and disposal services to eight cities, nine special districts, schools, homeowner associations, and other customers. VRSD is comprised of approximately seventy five employees and provides environmentally safe disposal of solid waste, effective treatment of wastewater, reliable delivery of potable and recycled water, and related services.
Another major area of emphasis for the District is the provision of customized water and wastewater services to cities, utility districts, and private entities. Included are facilities owned by the Triunfo Sanitation District (TSD), the Saticoy Sanitary District (SSD), the Camrosa Water District, the Ojai Valley Sanitation District, the County of Ventura, California State University at Channel Islands; and several small wastewater plants for private schools in Ventura and Santa Barbara Counties. In total, the District operates three potable wa...ter systems, one recycled water system, and seven wastewater treatment plants.
VRSD added solid waste disposal to its range of services in 1972 when we assumed operation of Ventura County’s publicly owned landfills. Today, we own and operate one active solid waste disposal site (Toland Road Landfill near Santa Paula) and are responsible for post-closure operations at five more.
