JOB SUMMARY:
The Executive Director is the chief executive officer responsible for overseeing all operational, financial, and administrative aspects of the Landfill and Material Recovery Facility (MRF). Reporting directly to the Board of Directors, this role ensures the organization operates efficiently, complies with all environmental and regulatory requirements, and aligns with the strategic goals set by the board. The Executive Director fosters a culture of sustainability, safety, and innovation while focusing on operational excellence and community engagement.
Key Responsibilities:
Leadership and Strategy:
Provide strategic direction to the organization, aligning operational plans with the vision and goals established by the Board of Directors.
Develop and implement policies, procedures, and initiatives to enhance operational efficiency and sustainability.
Serve as a primary liaison between the Board of Directors, staff, regulatory agencies, and key stakeholders.
Operational Management:
Oversee daily operations of the Landfill and MRF to ensure compliance with local, state, and federal environmental regulations.
Monitor waste processing, recycling, and Landfill activities to maximize efficiency, safety, and environmental stewardship.
Develop and implement systems for tracking operational performance and identifying areas for improvement.
Financial Oversight:
Prepare and manage the annual budget, ensuring fiscal responsibility and alignment with organizational goals.
Provide regular financial reports and analyses to the Board of Directors.
Oversee revenue generation, cost control measures, and capital improvement projects.
Regulatory Compliance and Safety:
Ensure compliance with all permits, licenses, and environmental regulations governing Landfill and MRF operations.
Implement and enforce robust safety protocols to protect employees, contractors, and the surrounding community.
Stay updated on regulatory changes and industry best practices, advising the board accordingly.
Community and Stakeholder Engagement:
Act as the organization's primary representative to community groups, governmental bodies, and industry associations.
Develop and maintain strong relationships with stakeholders, promoting transparency and collaboration.
Lead initiatives to educate the public on recycling and waste management practices.
Personnel Management:
Foster a positive organizational culture that values safety, innovation, and professional development.
Conduct performance evaluations, provide mentorship, and address employee concerns effectively.
Establishing and maintaining effective human resource management policies, including hiring and discharging District employees, or delegating such employment duties to subordinates.
Education and Experience:
Bachelor's degree in environmental science, engineering, business administration, public administration, or a related field (Master's Preferred).
Minimum of 7-10 years of experience in waste management, recycling, or a related industry, including leadership roles.
Experience working with or reporting to a Board of Directors is strongly preferred.

Strong understanding of landfill operations, material recovery facilities, and associated regulations.

About Wasatch Integrated Waste Management District
The Wasatch Integrated Waste Management District (WIWMD) is a special service district serving Davis and Morgan Counties in Utah.
Established in 1984 to provide sustainable, cost-effective, and environmentally sound solid waste management services. WIWMD operates multiple facilities, including a landfill and citizen drop pad located at 1997 East 3500 North, Layton, Utah, where waste is properly disposed of. The Material Recovery and Transfer Facility (MRF) at 3404 North 650 East, Layton, Utah, processes various waste materials to enhance recycling efforts. Additionally, the district runs a Green Waste Recycling Facility that converts green waste into upcycled products for sale, promoting sustainability. To ensure the safe disposal of hazardous materials, WIWMD provides a drop-off location for household hazardous waste (HHW) and electronic waste.
