PURPOSE OF POSITION
Due to a vacancy, the Municipality of Grey Highlands is pleased to invite applications for the position of Planner. Reporting to the Chief Administrative Officer or their designate, the Planner is responsible for supporting the Municipality’s land use planning and development review functions. This includes providing professional planning advice, conducting research and analysis, preparing reports and recommendations, and offering technical and GIS support. The Planner plays a key role in ensuring that development proposals align with provincial legislation, community goals and municipal plans, policies and by-laws.
In addition, the Planner provides guidance to junior planning staff, assisting them in carrying out their roles and responsibilities effectively. This includes reviewing work, offering technical direction, and fostering a collaborative and learning-focused team environment.
MAJOR RESPONSIBILITIES
Provides support to the Planning Department, which includes but is not limited to:
Prepares and presents planning reports, studies, and recommendations on a wide range of land use and development matters for Council, committees, and the
Conducts background research and analysis on land use, growth management, demographics, economic trends, environmental impacts, and development-related
Composes and delivers clear, concise written and verbal reports to Council, committees, external agencies and the public.
Prepares professional planning reports for CAO approval to the C of A/Council on planning applications and other matters.
Oversees the preparation and distribution of notices for Planning Act applications in accordance with legislated requirements.
Prepares zoning compliance
Provides planning advice on pre-consultations and responds to inquiries on planning
Prepares maps, plans, drawings, charts and other visual aids to support planning reports and presentations.
Attends site visits, Council, Committee of Adjustment, and Public meetings to provide planning advice and make presentations as required.
Prepares and presents hearing materials for proceedings before the Ontario Land Tribunal (OLT), as needed.
Provides information and interpretation on legislative requirements related to planning, including legislated processes under the Planning Act.
Liaise with internal staff to facilitate streamlined responses to the public and ensure a holistic approach to Municipal services.
Provides guidance and support to junior planning staff, assisting with technical review, report preparation, and professional development.
Provides support in managing the day-to-day planning functions of the
Maintains a strong working knowledge of municipal and county policies, procedures, and by-laws, as well as relevant legislation including the Planning Act, Municipal Act, Development Charges Act, and Provincial Planning Statement.
Performs other duties as assigned by the Manager of Planning to support departmental goals and municipal priorities.
Develops and maintains good working relationships with Council, staff and the public which includes:
Complying with all office
Attending
Participating in resolution of delivery service
Communicating ideas, suggestions, and procedural changes which may assist the
Assisting where and when needed during staff shortages and/or emergency
Responding to public enquiries in a timely
Responsible, as an employee, for health & safety under the Occupational Health & Safety Act (OHSA). This includes, but is not limited to:
Working safely within the law and safe work practices/procedures (understanding and following standard operating procedures, wearing personal protective equipment, using MSDS information, ensuring all guards are in place, when applicable)
Immediately reporting unsafe acts, conditions, or contraventions of the OHSA to a supervisor, the JHSC, or a Health & Safety representative.
Maintaining a clean, orderly work area and avoiding any unsafe or disruptive behavior in the workplace.
Completing all assigned health and safety training and taking the health and safety of themselves and others seriously by following workplace safety policies, procedures, and instructions.
KNOWLEDGE AND SKILLS
Education and Experience:
Post-secondary diploma or degree in planning-related
Minimum of (3) three years of relevant planning experience working in the planning department of a municipality or in the private sector.
Experience with AutoCAD and GIS is considered an
Current membership or eligibility for membership, in the Ontario Professional Planners Institute (OPPI), and working toward or holding the Registered Professional Planner (RPP) designation
Working knowledge of legislation and provincial policies relative to the municipal
Knowledge of the Planning Act, regulations and procedures and familiarity with other related legislation.
Valid Class “G” Ontario driver’s
WORKING CONDITIONS
Work occurs in an office environment with a high degree of public and inter-departmental contact. This position requires long periods of sitting, as well as consistent visual concentration upon computer screens. Occasional lifting of boxes is required. Hours of work are scheduled within the core operating hours of 8:30 A.M.- 4:30 P.M., Monday through Friday. Occasional overtime may be required to deal with peak periods. Subject to operational requirements, flexible work arrangements, including remote work, may be considered.
